In the broad sense, the telecommunications operator is the entity which places at the disposal of the remote departments of communication. That generally hears a bond towards at least an open network of communication (switched network example, Internet), but the network can be sufficed for itself.

Actually, these borders are sometimes thin:
- Beaucoup of mobile uses is wandering even fixed, certain fixed networks are prolonged by wireless technologies (example Wifi), even the reverse (ex phone boxes connected by GSM to the domestic network).
- Any operator is operator of services: all do not serve however the unit of the spectrum of customers (example: private individuals, professionals, companies, communities, partners, developers, other operators…). The operator of networks operates services which are at the level of the networks, but with impacts important upstream and downstream.
- an historical operator in a given country can be alternate in another, to even create its own competition for little that the regulator is inattentive
- has a certain level, any operator is operator of virtual network: it is the principle even of the Interconnexion to propose a service resting on the Infrastructure S of another operator
It will be noted that convergence involves a bringing together of the trades of Telecommunications operators, and other operators of services (example audio-visual operators) or of network (example Câblo-opérateur).
Legal definition
A relevant distinction must be made according to possible granted licenses. A service is really
operated when it fits in a legal framework. The license precisely defines the perimeter as well as the rights and obligations. Thus the
European Union defines, in the directive 2002/19/CE “Access” of the
March 7th 2002, the
operator of electronic communications as “a company which provides or is authorized to provide a public communication network or an associated resource”.
These licenses of telecommunication is delivered by Autorité S of regulation which can be ad hoc entities or governments. For example, in France, the operators of electronic communications declare themselves near ARCEP. The French legislation distinguishes, moreover, the operator of services of the Société of Marketing of Services (SCS). Whereas an operator manages services, a SCS manages customers on her behalf and a distribution network. A SCS, contrary to a MVNO, is not authorized to modify the service of the real operator.
