The Tatarstan is a republic of the Federation of Russia, located on the basin of the the Volga, which draws its name from the people Tatar, and whose capital is Kazan.

Demographic situation

Included/understood between the average valley of the Volga and the tectonic foreland ouralien, Tatarstan, resulting from the autonomous Soviet socialist republic of Tatarie (1922-1992), gathered in 1991, on a territory of 68.000 square kilometers, a population of 3.679.400 people. The Tatars, which belong to the Turkish branch of the altaïque family ethno-linguistics , were, in 1926, in the whole of the Soviet Union, with the number from approximately 3.311.000, whereas the total population of Tatarie did not rise whereas with 2.800.000 people. In 1970, the tendency had been still accentuated: on 5.931.000 Tatars listed for the whole of the Soviet Union, only 1.536.000 lived in Tatarie, where they were hardly more numerous than the Russian . The Tatars are also numerous in the areas close to Russia, with the Kazakhstan and in Ouzbékistan. It is that the installation of the Russians in Tatarie, started the shortly after the catch of Kazan with the armies of the tsar in 1552, continued constantly, the discovery of oil the shortly after the Second world war having contributed to strongly increase the numerical importance of the alive Slavic group inside the borders of Tatarie. After the bursting of the USSR, Tatars accounted for yet only 48% of the population, against 43% for the Russians. In 2002, there are 2.000.116 Tatars, 1.492.602 Russians, 126.532 Chuvashes.

Economy

Tatarstan indeed has on its territory the most productive wells of the layer of Second-Bakou. Also, the value of the industrial production (petrochemistry, plastics, tires, manure, machine tools, cars (in particular factory of trucks KAMAZ), electronics, data processing) is it of much higher than that of agriculture.

Policy

In the years which preceded disappearance by the Soviet Union, the authorities of the republic of Tatarie claimed the statute of Soviet republic with whole share (and not autonomous republic within Russia). August 30th, 1990 the Tatare republic adopts the declaration of the Souveraineté. In March 1992 the authorities tatares organize a referendum whose question put to the voters was: " Summers you of agreement which the republic tatare is the subject of the international law? ". In 1992, the Supreme Soviet of the republic stated to adhere to CEI like founding member. However, Tatarstan is remained integrated into the Federation of Russia, but having of an autonomy more important than all the other entities which compose it, and even plenipotentiary representations abroad (in France, in particular). The distribution of competences between Tatarstan and the federal center are based on the Constitution of Tatarstan; the Constitution of Russia and the Treaty on the delimitation of competences signed in 1994 and 2007.

The policy of harmonization of the legislation initiated by Vladimir Poutine in the years 2000, brought a return to a more strict integration in the federation.

Mintimer Chaïmiev is the president of the republic of Tatarstan since June 12th, 1991. Roustam Minnikhanov is the first-minister of Tatarstan since March 10th, 1998. Farid Moukhamedchine is the president of the legislative assembly (Gossovet) of Tatarstan since May 27th, 1998.
