Tarso Fernando Herz Genro was born with São Borja (Rio Grande C Sul - RS), ground of Getúlio Vargas, between the first and the second passage of its fellow-citizen to the Presidency, in March 1947.
Tarso Genro began its political activity in 1968, being made elect municipal Député of MDB to Santa Maria (RS), city where it was formed in right.
In 1986, it stood as a parliamentary candidate federal for the Parti the Workers - Pt, but was only elected substitute with 48.000 votes.
In 1988, it forms part - as Vice-mayor of Olívio Dutra- of the équpipe of Pt which will occupy for the first time the Municipality of Porto Alegre, initiating a series of four victorious mandates of Pt in the city.
In 1990, it stood as a candidate for the first time to the Governorship of the Rio Grande C Sul, being found in fourth position on four candidates. It returned to the Vice-Town hall in 1988 and stood as a candidate to succeed Olívio Dutra in 1992. He was elected with the second turn, leaf Cesar Schirmer (PMDB) with 60% of the voices. He continued the policies of Dutra, mainly the paticipatif Budget, mark of PTiste management on the capital gaúcha.
In 2000, it was re-elected Maire of Porto Alegre, again with the second turn, with 63,5% of voice, by beating Alceu Collares (PDT), against which it had had lost the election with the Governorship of State in 1990. This victory put T. Genro in strong position to dispute with Olívio Dutra the primary elections for the PTiste candidature for the post of Governor of the RS to the general elections of 2002. Genro carried it and wore the nap off Dutra of the electoral play. It, against any waiting, was beaten with the second turn by Germano Rigotto (PMDB), which, at the beginning of the countryside, appeared according to the surveys in third position behind the ex-Governor Antônio Britto.
One of the probable factors of its defeat to these elections was undoubtedly the fact that, during its electoral campaign for the direction of the Municipality of Porto Alegre, he affirmed on several occasions that he would never give up his load of Mayor, and, going against its own declarations, renonça with its mandate in favor of the Vice-mayor João Verle, with the posted objective of the candidature for the direction of the State.
Without elective office, T. Genro was chosen by President Lula to direct the Conseil of Economic development and Social, function to which it remained until the beginning of 2004 when Lula made its first cabinet reshuffle. He assumed the Minister of education consequently, to replace Cristovam Buarque. In a little more than one year, it had with its credit the creation of the Prouni , a program to create public places in the private universities for the students of disadvantaged mediums, and the sending with the Congress of the project of the Fundeb (Fondo de Développement of Basic Teaching).
T. Genro was considered for the presidency of Pt, to take part of the strategy of " dépaulistiser " ( " despaulistizar" , to withdraw the direction of Pt of the hands of the hegemony of Paulistas, inhabitants of the State de São Paulo - NdT ). Before Genoino, Paulistas directed already Pt with Jose Dirceu and Lula itself.
It intended to contribute to the presidency of the party for the elections of end 2005, but required that its group, formed by the tendency of the majority Camp which dominates the movement, exclude Jose Dirceu. As Dirceu succeeds in being stronger, Genro withdrew its candidature and supported Ricardo Berzoini, which beat the gaúcho Raul Pont with the second turn of his elections. He is currently Ministre for the institutional relations (2006).
