Synarchy
At the end of the 19° century, French Joseph Alexandre Saint-Yves d' Alveydre (1842-1909) wrote several books exposing the theory of the Synarchie . He had the hope to see Synarchy being carried out as a European organization able to prevent the wars of the 20° century that he had a presentiment of and like interior organization of each European nation, of France in particular. None of these hopes was carried out.
Synarchy remains almost unknown so far, when it is not confused wrongly with a secret society of the beginning of the 20° century, or associated without understanding with more or less real plots of the period among the two wars, or presented in a whimsical way by not very serious writers,… Moreover, some quickly made of Saint-Yves a occultist, which it was not, or a member, even a large-Master about Saint Martin's day, whereas it did not enter any sect that it is! Today, this conceived Synarchy more than one century ago, always brings a new design of the company.

Synarchy is the shape of government which distinguishes from Autorité of the To be able: those which have the To be able are subordinated to those which have the Autorité.
- The Autorité belongs to the teaching Body joining together all the teaching institutions of the country. Sovereign pontiff is with the head of this teaching body, it is indicated according to its merits by the teaching Body and it has only of its science and the general regard to sit its Autorité. The chief of the Executive and all the civils servant are chosen by the examination by the teaching body and remains to him subordinate.
- In this type of government three essential functions of the collective activity of the companies: the Teaching, the Justice and the Economy are represented by three nonpolitical social Rooms elected professionally by the vote for all. These social Rooms work out the bills.
With these three Rooms three bodies politic correspond which have as a task to promulgate and to apply the laws prepared with mandatory instruction by the three social Rooms. The bodies politic cannot promulgate that laws prepared in advance by these social Rooms.

The social Councils act on the political Councils of the government: the Teaching on the Deliberative one, the Legal one on the Legal , the Economic order on the Executive . - Synarchical Electoral Capacities - Social state
All the major individuals of the same commune vote by hearth, each one like member of his professional unit: the candidate can be elected only for his profession and not outwards, the vote is professional. Each one votes for three candidates, in order to form the electoral College of the department which is divided into three social Capacities. The mandate of the delegate is imperative and nonrepresentative: its mandate relates to the contents of the book of wishes. The departmental colleges elect delegations whose whole constitutes the central electoral College, the three capacities of Gouvernés:

To be able Juridique writing a second synthesis of imperative books relating to Magistrature, Barreau, Jurys, Arbitres, Prud'hommes, Gouvernements, Préfectures, Municipalités, Armée, Marine, Police and Gendarmerie.
To be able Economique writing a third synthesis of imperative books relating to Court of Auditors, Banques and Stock Exchanges, Transferable securities, Agriculture, Industrie, Commerce, urban and rural Main-d'oeuvre, Real estate.
Each voter will consign his wishes on three sheets. The first sheet will collect its thought on all the questions concerning its worship, its Enseignement, and that of his/her children. The second will record all its desideratas about the administration of Justice in its locality. The third will have milked with the economic questions which touch it directly like member of a profession. Each of the three individual sheets will go to the departmental College, Ordre by Order, and their study will be used as a basis for the book of the Order. The departmental books will be sent to the three Councils of the central electoral College to be melted in a national synthesis in three books. This central electoral College will sit in turn in the important cities, while starting with the capital to return there in end. The three Councils do not state that by commissions. The vote is qualitative by profession. It is quantitative only with the first degree in each profession. The speeches are prohibited, unless being notified in advance with their conclusions, and strictly limited to the day orders. Each profession will not be able to elect that three speakers registered in advance on his book. These three Councils are made up for ten years. Its members are eligible only once. - Synarchical Legislative powers - Political State
The central electoral College elects with life triple Council of legislative State, specialized in the same way, and which legislates according to the prior studies summarized in the books. The three social Colleges elect police chiefs charged to represent them near the Councils of State, and imperatively to take care that they do not legislate apart from the wishes of the books.
1° Council of State To be able legislative concerning the Worships, Education, and the State education. Sanction: Secret examination of the candidates to the offices, honors, and ranks. To control by the police chiefs of the first electoral College.
2° Council of State To be able legislative relating to Justice, Guerre, Marine, Police, Foreign affairs (except the Instruction and the Worships, nor Commercial treaties). Sanction: election of the Executive . Attribution of the honors, offices, and ranks, after examination by the Authority. To control by the police chiefs of the second electoral College.
3° Council of State To be able legislative relating to public Economie, Finances, Industrie, Agriculture, Commerce, and Labor, Merchant navy, Transports, Commercial treaties. - Synarchical Government
Councils of State will leave three ministries, directed by three Ministers helped for the desired number Secretaries of State. The three ministers are selected following a doubled election of an examination.
First ministry - It represents all the To be able teaching of the People. Its chief will take the title of Primacy, with the prerogatives of the teaching Autorité, disarmed of any sanction other than the intellectual and moral examination.
Second ministry - It represents all the To be able of Justice of the People. Its chief will take the title of Large Dispenser of justice, with the prerogatives of the To be able Exécutif armed with all his sanctions of material force, under the Autorité of the Primacy, who preserves the right of reprieve.
Third ministry - It represents all the To be able Economique of the People, with all the prerogatives of this To be able. Its chief takes the title of Large Treasurer. He is assisted by police chiefs came not only from the Council of State Economique, but also from the Third electoral College. Indeed, the To be able Economique is the Exécutif Gouvernés.
The To be able temporal will be exerted by the Large Dispenser of justice. The second Council of State will give him two assessors chosen with the examination by the first Council of State.
The Ministry for Foreign Affairs will be replaced by Commanderie of State divided into three directions. The first direction will concern the Primacy, and will put it in connection with the cultural and teaching institutions of each power by a special correspondent. The second direction will concern the Large Dispenser of justice. It will put it in connection with the foreign Heads of State and their ministries for the War and the Justice. The third direction will concern the Large Treasurer. It will put it in connection with the economic ministries of each contracting power by an envoy fulfilling the functions of Consul general. Thus, instead of an ambassador by power, representing a confusion of Capacities, there will be three special correspondents professionally fulfilling the requirements of natural triple of the relations between country. Occult synarchy and synarchies
Two directions held by the word “Synarchy”
A preliminary remark is necessary. If the word synarchy entered the dictionaries, it is regrettable that the name of its author did not find place there. One can believe that thus the clean direction of the word synarchy, that given by Saint-Yves, would have also entered the dictionaries. He follows logically two acceptances of the word synarchy: a first, referring to the works of Saint-Yves and a second, referring to the immediate or common direction word, is: “Government exerted by a group of people. ” It is thus necessary to receive the word “synarchy” for a simple direction, common and immediate to its etymology like the dictionaries, and for a worked out direction, private individual whom one finds in the works of Saint-Yves. One will speak about “synarchy” with tiny for the common direction and about “Synarchy” with a capital letter to cover the ideas of Saint-Yves, even of “Synarchy of Saint-Yves”, “Christian Synarchy”.
To join together in the same significance the Synarchy of Saint-Yves to the various synarchies, often presented like occult, it is to induce an unjustified confusion. To want to define the Synarchy of Saint-Yves by the common direction of the word, it is to reduce it, deny it, if not to miss it. There is on a side a dictionary which gives a note, a sentence to define synarchy and, other, five books at least which explain it! This difference should be sufficient and peremptory.
The synarchy of Saint-Yves and the idea of plot
- Saint-Yves publishes several works, holds of the conferences, takes part in the creation of a trade union, obtains official discussions with politicians (Jules Grévy, Sadie Carnot, etc),… It thus leads a propaganda campaign for the diffusion of Synarchy to the great day with considering and to known of all. How can one see there the behavior of a leader of plot?
- One cannot use the Synarchy of Saint-Yves to justify, even in theory, the least plot, coup d'etat, revolution,…
But the idea of plot is the NEGATION of the Synarchy of Saint-Yves! Because this one can be established only with considering and with known of all since it is universal! Such is the direction first that Saint-Yves gives him in the Mission of the workmen, page 60, the association of all: “In the current Mission of the Sovereigns, I gave to this new Government this new name: The SYNARCHY, as which would say the association of all, Totalisme, instead of the Nihilism. ”
There would have been an actualization, a modernization of the ideas of Saint-Yves and of its Synarchy,… but that implies logically that resulting synarchy is not any more that of Saint-Yves!
Occult synarchies
- Synarchy under Pétain. In 1941, undoubtedly following the ministerial change replacing P. Laval by F. Darlan, of the rumors circulate in connection with a secret organization called synarchy joining together of the polytechnicians and a great number of senior officials of which the goal is to ruin the national revolution of the marshal Pétain.
- The “pact revolutionary synarchist” of the MSE. In the Forties, the “Chavin Report/ratio” updated an organization, the synarchical Movement of empire (M.S.E.), and document concerning of which the “Pact revolutionary synarchist”.
Does this organization, founded in 1922, according to the “revolutionary synarchical Pact”, have another existence that on paper?
This so-called synarchy appears in a imbroglio of various and varied remarks (books, newspapers, notes personal and circulating,…) at one so disturbed time and disorder that even its existence becomes doubtful about it so much its ideological polymorphism is diverting. The only tangible and accessible thing is this “revolutionary synarchical Pact”. But this text nowhere does not express the synarchical designs of Saint-Yves. Basically, it is about a design of the political state in which the people are relegated to a minor statute: “159 - The People, sovereign eternal minor (sic), must for this purpose of control being provided with the constitutional means to call of it anarchy of in-high without having to resort to the anarchy of in-low. 160 - The synarchical instrument of this legal remedy to itself is, for the People, the Parliament of his representatives, elected officials by the vote for all. ” And this seems to me final.
- Synarchy after the Release. With the Release, synarchy becomes the cause of the demolished rapid of the French Army. It is necessary to receive two acceptances of the word “Synarchy”: one, the simple and common, that one finds in the dictionaries, other elaborate and particular, given by the books of Saint-Yves since then it relates to exclusively only the designs of Saint-Yves.

No plot can be put in relation to the Synarchy of Saint-Yves, nor with Saint-Yves himself and forever whom been able the being! Saint-Yves forever adhered to any secret society and while having founded any. The Synarchy of Saint-Yves does not lead to the plot, with the coup d'etat,… without then being in contradiction with the designs which support it.

the named secret organization synarchy, its plots in a direction or in another, the existence of synarques remained field of the hypothetical theory: nothing supported these “historical proposals forever”, if not the suspicion of some, and, as a last resort, it does not have any “ideological” bond with the Synarchy of Saint-Yves.
Synarchy is not a Utopia
Initially, it should be noticed that Synarchy rests on the design of a Social state which corresponds to a historical reality, the General states, which are not imaginary and which give to Synarchy an undeniable historical support: that existed!

Saint-Yves considers his design of Synarchy as scientist and not imaginary or utopian, nor does not look at Synarchy like a Utopia, or an imaginary design of an ideal government.
If one wants to criticize the work or the design of the Synarchy of Saint-Yves, they should necessarily be received such as Saint-Yves conceived them! As it is wanted as it is a Utopia, it is initially necessary to explain why there is nothing scientist in the design of the Synarchy of Saint-Yves and, then, to show us the Utopia in Synarchy.
