Superior council of the railway public service

The superior council of the railway public service ( CS ) is an advisory authority French, placed near the Minister for Transport, created by decree of the March 19th 1999. Its mission is “to take care of the development and the balanced evolution of the railway sector, with the unicity of the railway Public service, with coherence in the implementation of these orientations by the public corporations RF and the SNCF, like with the respect of the public service missions of these two establishments”.

Its composition, desired pluralist, account 45 members: members of Parliament, town councilors, representatives of the State, qualified personalities, presidents of the SNCF and RF, employee representatives the SNCF and RF, representatives of the consumers, users and chambers of commerce and of industry.

CS gives opinions, either on request of the government, or by initiative, as well as an annual report on the operation of the railway public service and its own activity. All these documents can be consulted on its site.

The creation of this council entered within the framework of the “reform of the reform” according to the formula of Jean-Claude Gayssot, Minister for transport of the government Jospin, the reform which it was a question of reforming being that which had led in February 1997 to the creation of RF and thus to the scission in two public corporations of the railway sector, which was the way that had chosen the preceding government (Juppe) to apply in France the European directive 91/440/CEE to the liberalization of the rail-bound transport. The Left, and particularly the PCF, had been opposed there, seeing there the starter of a future dismantling of the SNCF. This measurement did not call into question the creation of RF, nor the scission between management of the infrastructure and exploitation of the services.

Its activity slowed down with the change of in May 2002 majority.
