Super power

The term super power indicates a Nation whose radiation economic, cultural, political and military (in the military field one speaks about supremacy) is preeminent throughout the world. Thus, a super power is able to influence events on a worldwide scale.

The first nations having been high with the row of super power were the the United States and the Soviet Union, the shortly after the Second world war. Currently, of many people think that after désagrègement of the Soviet Union, there remains nothing any more but the United States like super power, even like a hyperpuissance.

However, some nations can claim with this statute, the image of the China and the India, two countries having an emergent economy with very important a regional policy influence. The European Union is as for it already an economic and commercial super power and could still increase its influence, in particular in policy.

Origin

The super power term appears for the first time in 1922 and indicates nations whose influence is very important. In the entitled book " Superpuissances" , William Thornton Rickert Fox, professor of foreign politics to the University of Columbia, estimate that three States can claim with this row: the the United States, the the USSR and the British Empire (during the colonial period).

However, the crisis of the Suez Canal showed that the United Kingdom, devastated by the two world wars, was not going to be able to follow the rate/rhythm vis-a-vis its two competitors even while acting in.liaison.with the France and Israel. Since then, England not being able to be the equal one of these two giants changed optics while becoming the most important ally and most faithful of the United States in order to be able despite everything to affirm its presence on the chess-board international Politique.

Whereas the Second world war tore the great powers of Europe and Asia, the United States did not undergo destruction of infrastructures or civil losses important. That allowed America to accumulate and develop its industry and to reinforce its technological advance, increasing thus considerably its military power.

During the war, many European countries had rejoined the camp of the United States or the Soviet Union. In spite them attempts to create international organizations equipped with a legal framework (such as UNO), it appeared more and more clearly that the two great powers were going to tend towards the confrontation, thus giving rise to the Cold war.

This opposition resulted in the creation of military alliances like NATO for the United States and the Warsaw Pact for the USSR. These alliances more underlined the appearance of a bipolar and either multipolar world. Some countries chose however to be freed from this vision of the world. This is why France, the United Kingdom and China developed nuclear weapons in order to be regarded in their turn as great powers.

After the collapse of the Soviet Union to the beginning of the year 1990, the term of Hyperpuissance started to appear to indicate the only super power still upright, the United States. Invented by the French Minister for the foreign affairs Hubert Védrine, this definition is prone to controversy. Samuel P. Huntington rejects this vision of the world, preferring to establish a Théorie on a balance of the multipolar forces.

By respecting the definition of super power given higher, the Roman Empire, the Mongolian Empire or the empire of Alexandre Large the and the imperial China could be regarded as superpuissances for their time.

Characteristics of a super power

The definition of a super power diverges according to the sources and the experts. Nevertheless, in spite of various interpretations, some characteristics can be associated with the concept of super power.

Culture : Important cultural influence being able to radiate on a continental or world scale. It is the Soft power . This concept implies a Idéologie and a very developed Philosophie.

Defense : To have a military capacity of foreground allowing to discourage any potential adversary or to inflict major damage to him failing to destroy it. It is the Hard power . It is also the capacity to project armed forces in many points of the world. To note that the fact of having the Nuclear weapon (like Israel, the North Korea or the Pakistan) or of being able to develop it quickly (like the Japan or the Germany) does not give the statute of super power, the combination of several factors is determining for that.

Geography : Domination of a great terrestrial or maritime zone. Large a Territoire makes it possible to have provision of important natural resources being able to be exploited and cultivated. The factor Géographie is a key point because a vast country allows an organization of the territory, in particular from a military point of view, by positioning radars and silos of missiles at strategic places.

Economy and finance : A higher economic power is characterized by an important access to the raw materials, a volume and a strong productivity of the interior market of a State and an important presence in the world Commerce thanks to a constant innovation. Space exploration by Men can be regarded as being one of the keys defining the superpuissances during the Cold war because she enormously requested the economy of the United States and the USSR.

Demography : A super power must have an important population having a very high rate of Alphabétisation and education.

The term of super power really took all its dimension in the competition opposing the USSR to the United States. The Soviet Union represented the Communisme and directed the Warsaw Pact, it is the Eastern bloc. The United States represented the Capitalisme with the head of NATO, it is the Occident.

Emergent superpuissances

Currently, certain analysts predict the emergence of country or organizations which can become superpuissances in the 10 years to come. All these countries or organizations currently have an significant impact on a scale Continent, even in certain cases on the scale of planet. One can quote in particular:

; European Union If the European Union (UE) manages to add qualities and the capacities with each Member State, the EU can be regarded as a super power as well as the United States (except for the military field). Nevertheless, she is still regarded as an emergent super power, since she is not yet completely unified politically. On the international plan, the presence of great powers, like the United Kingdom, France or Germany, but also that of the 24 other Convention countries makes of the EU the first economic power in the world. Other aspects play in favor of the European Union. The culture and the European lifestyle find echo in the rest of the world. With regard to the Programme RAMMED, eight of the first fifteen countries are members of the EU, whereas all the States of Western Europe are in the thirty first.

Its two principal weaknesses preventing it from being a true super power remain its disorganization in foreign politics and its defense, since it is not rare that each State acts initially in its own interests and priorities. Nevertheless, it remains very influential since two permanent stations of the Safety advice of the United Nations are occupied by France and the United Kingdom, two States having the nuclear weapon.

There remains however a black spot for the future, Europe should be the only continent to see its population decreasing.

; China Its economy has one of the more strong growths in the world. It also has the most important population in the world, more the large army (of many men) and also has the nuclear weapon.

; India It with the second population of the world, has the nuclear weapon and has a very active economy.

; Brazil It has a very important population and the most important saving in South America.

; Russia It is the largest country in the world. It has the vastest nuclear arsenal in the world. It is member of the G8 and permanent member of the Safety advice of the United Nations. It also has immense natural resources (gas, oil).
