The first level of administrative division in England is the area, which has a limited existence. The second is the 118 counties, from which 84 are unit (without division) whereas the others contain districts. This classification excludes Large London, which is under the control of the Autorité of large London (which has only minor capacities) and which has 33 districts.
By including the unit counties and the districts of London, England is divided into 352 districts.
Traditionally England had 39 counties which are always of use for cultural goals.

Scotland

Historically, Scotland was subdivided a long time in 31 counties (suffix in - shire). In 1975, the local government was reorganized first once by creating nine areas, themselves subdivided in 53 districts. In addition to the nine areas were created three “insular councils” charged to manage each of the three principal archipelagoes Scot (Isles Western, the Orkneys, the Shetland). Many decentralized public services (education, police force, firemen) were also reorganized according to districts copied on the nine areas. In 1996, the Scottish areas were removed to leave room to 32 “unit districts” whose cutting takes again about that of the historical counties of before 1975. Nevertheless, the three insular councils remained unchanged. Since 1998, Scotland is equipped with its own Parlement, sitting at Edinburgh, the political capital. In 2000, the Western Isles Council gaélicisé its name in Comhairle nan Eilean Siar. In spite of the disappearance of the areas, the public services with regional competence, like the police force for example, were not reorganized, and can see their zone of competence extending on several districts.
