Sub-prefecture
In France, a sub-prefecture is the Chef-lieu of a Arrondissement. The word sub-prefecture also indicates the building which shelters the offices of the prefectoral administration, placed under the authority of a Sous-préfet and assisted of a general secretary.
Missions and attributions of the sub-prefect
The Sub-prefect of district is the delegate of the Prefect in the district. For this reason, it assists the Prefect in the territorial representation of the State and, under its authority:-
It takes care of the respect of the laws and payments and contributes to the maintenance of safety and the order public and with the protection of the populations;
- It animates and coordinates the action of the services of the State for the implementation of the national policies and Community, in particular town and country planning local development;
- It takes part in the exercise of administrative control and the council with the local government agencies.
The Prefect can entrust particular, temporary or permanent missions to him, if necessary out of the limits of the district and, with the agreement of the other prefects concerned, out of the limits of the department. Independently of the powers which are thus delegated to him, the Sub-prefect has clean attributions, limitativement enumerated, by the legislative texts and lawful.
A local level
According to the charter of the Devolution, the district is the territorial framework of the animation of local development, the administrative action of proximity and the privileged level of the dialog with town councilors. If the missions of the Sub-prefectures are connected with those of the prefectures, kingly and interdepartmental missions, the district remains the level nearest to the territorial organization, that of the contact personalized with the elected official or the user, where the function of council, arbitration and regulation of the tensions is essential.
Characteristics of the sub-prefects
With the image of the prefects, approximately a third of the body of the sub-prefects is recruited among the former students of the National school of administration (ENA). May 10th 1982 with the February 29th 1988, they carried the title of assistant police chief of the Republic .The district which has as a chief town the Préfecture does not have sub-prefecture. It is the general secretary of the prefecture which makes function of sub-prefect for this district.
