Sub-prefect

In France, the term sub-prefect indicates at the same time the function (senior official placed under the authority of a prefect) and the rank of its holder, member of the prefectoral Corps.

History

The sub-prefects were instituted at the same time as the prefects, by the Loi of the 28 pluviôse year VIII. There was then a sub-prefect by district. There also existed in each prefecture a general secretary of prefecture. In 1816, with an aim of economy, the functions of sub-prefect of the district of the chief town of department and general secretary of the prefecture were amalgamated and the general secretaries of prefectures compared to sub-prefects. The functions of Cabinet were introduced later on.

Recruitment and career

The usual access to the body of the sub-prefects is made by detachment since the body of the civil administrators. The sub-prefects are selected among the civil administrators assigned to the ministry for the Interior and immediately detached.

After a few working years, the sub-prefects can be established in the body.

In addition to this mode of recruitment, administrative assistants and of other civils servant of category has can be named sub-prefects.

Functions

There exist three types of function:
  • general secretary of the prefecture: assistant of the prefect, it is charged to compensate it in the event of absence. He manages the personnel and the means of the prefecture.
  • General secretary with the regional businesses
  • directing of the cabinet of the prefect: it second the prefect in the direction and coordination of the police force and the gendarmerie, the first-aid organizations, like in the prevention and the management of the crises and the exceptional situations.
  • sub-prefect of district: it organizes and directs the action of the State in the district.
