Studied Parliament of Quebec
The Parlement studied of Quebec (PEQ) is a simulation of work of the National Assembly of Quebec. It is about a parliamentary simulation not partisane, where approximately 125 old participants from 18 to 25 years reproduce, each year, the operation of the National Assembly of Quebec. The event is produced by the parliamentary Parliament of the student of Quebec Inc., a Association with nonlucrative goal financed partly by contributions taken near the participants of the PEQ, partly by governmental subsidies and finally, private mixed liability companies.
It is necessary to contact one of both caucus to take part in the Studied Parliament of Quebec: Caucus of Blue or Caucus of the Reds. The period of inscription proceeds between September and December of each year.
Procedure rules
The studied Parliament of Quebec seeks the most accurately to reproduce possible operation of the Parlement of Quebec. One there finds two parliamentary wings, that is to say Caucus of the Reds and Caucus of the Blue ones. In turn during simulation, each caucus occupies the role of the government and that of the official opposition. Thus, each participant can live the experiment on the two sides of the room.
Resemblance to the true National Assembly
The studied Parliament of Quebec follows, with some exceptions, the true rules of the Parliament natonale of Quebec. By its operation, the PEQ must tend to approach its model as much as possible. This is why it obtained all the characteristics which make the gasoline of the parliamentary tradition of Quebec. Moreover, its meetings are taken place in the room of the National Assembly.
The PEQ, one expects that the deputy remains honest towards the parliamentary group it is attached while also expressing a fraternal attitude with regard to the deputies of the other group. Thus, the discipline of party and the ministerial solidarity are respected.
Small legislature
To each edition of simulation, approximately six fictitious bills are presented and discussed.
As it is the case with the true National Assembly, each Bill is criticized by an official critical , with respect to the minister in the official opposition. After the adoption of the principle of the bill, a parliamentary commission is created to improve and discuss bill. The bill is then subjected to the vote of the student members of Parliament.
History
It is in 1987 that the studied Parliament of Quebec was created by two students, Pierre-Luc Desgagnés (first chief of Blue) and Pierre Gaudreault (first chief of the Reds and President-founder).
