Strategic Initiative of defense
The Initiative of strategic defense ( IDS ), known as also Star Wars , is a project launched the March 23rd 1983 by the president Ronald Reagan during the Cold war taking into account a share of thorough the Soviet since half of the Années 1970 and the will of the United States to want to remain inviolable and invincible on their ground and in their protected areas. “ to counter the horrible threat of the Soviet missiles (…) an ambitious program is studied to protect the U.S.A. by a space shield, identifier and destroying all Missile come from the upper atmosphere. ”
International context
The repercussion of this project is immense, although it does not regulate the object of total defense and that it proves extremely expensive even for the richest country of the world. It worries the allies of the Americans however because it is feared, if it were materialized, that it transforms the United States of America into a fortress, inviolable and invincible incentive with the fold of the Western super power to a Isolationnisme which they had given up, not without regrets, after the Second world war.For the USSR, this project is very a bad surprise because it calls in question the balance of terror, concretized since 1949 by the possession in its turn of the Nuclear weapon, making it vulnerable from now on if the U.S.A. wanted to push their advantage: to see disappearing according to the word from Reagan “Empire from the Evil”, whereas its economy does not have any more the means of launching out in a vertiginous climbing of the military expenditure. Moscow, which enlise in Afghanistan and is seen countering in a more muscular way by the Reagan administration, calls upon the agreement A.B.M. of 1972 (strict limitation of the anti-missile systems) then mobilizes, in vain, all the arguments at its disposal so that the U.S.A give up their program.
When Gorbatchev arrived at the head of the Soviet Union in 1985, noting the deep dilapidation of its economy absorptive by the Complexe militaro-industrialist although having themselves of excellent scientists developing of the similar systems of weapons like Polyus, 1st part of the Skif program which was to answer IDS, it started by giving pledges on the subject of disarmament conventional and nuclear what returned the ambition of origin of obsolete project IDS.
The geopolitical point of view
This programme of revival as regards research in armament is considered retrospectively as contributor of the fall of the Soviet Union; at the very least the strategy reaganienne of confrontation with the aforementioned empire of the evil , according to the presidential discourses, consisted in putting at knees the adversary by bringing it on the ground of an militaro-economic competition aiming to choke it financially, the appropriations allocated by the Politburo with this competition not being it on other more fundamental sides of the economy of the USSR.
Posterity
This program was finally officially abandoned in 1993 under the administration Clinton after having seen developing concepts of weapons such as the installation of weapons Laser of high power in orbit and on the ground, of the constellations of satellite S missile launchers, anti-missile or of the missiles interceptors launched by submarine.
Developed technologies are useful for substitute of this program called National Missile Defense started again by the administration G.W. Bush which envisages to install a hundred Ground Based Interceptor (anti-missile ballistic missiles) in Alaska and California to be able to intercept a wave of a score of ballistic missiles coming from Asia. The first of these missiles were declared operational in 2005.
Various systems of tactical anti-missile weapons are also under development or in function on this date in the Armed forces of the United States.
By the play of IDS, Europe also was pushed in this race with anti-missile, insofar as, extremely of the dissuasive effects that IDS acceptaccepted on the “Empire of the Evil”, the United States also proposed contracts with other Allied states, the latter being able bénéficer of the system consequently. Although the project was unrealizable in the intended deadlines and rested on simple political speculations, Europe was, to some extent, not to be at the thank you of the USA, obliged to launch in its turn the program EUREKA, which remained primarily civil, and which does not succeed either…
