Stowaway
A stowaway is well a user of a , a service or a resource, which do not pay “the right” price of its use. The problem of the stowaway occurs when the existence of stowawaies involves the under-production of a Public property, the Surconsommation of a Community property or the Surexploitation of a Natural resource.
It is Mancur Olson, socio-economist American, who highlights this phenomenon in 1965 in his work Logique of the class action suit . For him, only must be taken into account the rational individual.
