The standard of the Web are a whole of technologies and protocols used on the Web defined by W3C in the form of Recommandation S.

The task of proposal, definition and of acceptance of new standards of the Web (or improvement of already existing standards) is entrusted to the W3C.

Certain standards, like the Dublin Core, can be developed by specific initiatives (DCMI in the case of Dublin Core).
