Encircled by the Prussian army, the provisional government emits with the material still concervé in Paris of the stamps which start to miss. The boards of impression of Cérès of 1849-1850 usable, and corresponding to the tariffs in progress, are employed again.

At the end of the seat, the impression continues with the same boards, and the stamps are transmitted to the offices of provinces. They then replace Cérès printed in Bordeaux in the nonoccupied departments of the south of France.

These stamps are required on letter having circulated in Paris and the communes bordering encircled by the army on the Emperor Guillaume II, like on the correspondences having been able to leave Paris by assembled Ballons.

Cérès of Bordeaux, Standard Dabourgez, 20 centimes blue

Emitted on November 11th, 1870, drawn with the feather by Dabourgez, by respecting the drawing of the stamps as well as possible produces in Paris, printed in lithography locally by the provisional government folded up in Bordeaux, because of the exhaustion of the stamps printed before the beginning of War in the territories nonoccupied by the Prussian armies. This type does not give whole satisfaction, it will quickly be replaced by the drawing carried out by Yvon (standard Yvon). August 1st thus: In future state of advance!
