Stamps of France 1854
This article counts the stamp S of France emitted in 1854 by the administration of the Stations.
No new stamp is emitted until in November 1859.
General information
The three stamps emitted into 1854 with the standard Louis-Napoleon Bonaparte are captioned “FRANK EMPIRE” for French Empire, of use since 1853; the profile of the emperor is used since 1852.The facial value is made out in Centime S (C.). The only stamp of a frankly, emitted the September 1853, is withdrawn from the sale in July 1854. Its color is deferred on 80 emitted C. on December 4th, 1854, more adapted to the postage rates of the time.
Tariffs
Here the tariffs which could be realized with only one stamp emitted in 1854, according to the new tariffs of office at office in France of July 1st, 1854. The tariffs inside the same city or of the same postal district remain unchanged since 1849 for the general case, and 1853 when the mail circulating in Paris from now on is taxed at the same price as the other cities.Inland rates :
- 5 C.: printed according to their weight
- 20 C.: letter up to 7,5 grams towards the remainder of the country
- 80 C.: letter from 15 to 100 grams included towards the remainder of the country

Lower postage rates
July 1st, the tariffs for the forwarding of a letter freed by a stamp towards an office everywhere in France are lowered. On the other hand, the not freed letter (carriage forward by the recipient) remains taxed according to the old tariff.
The commercial firms choose the postage stamp massively by noting the economy and they encourage their customers to also frank the letters. These tariffs remain valid until June 30th, 1862, date on which are increased the authorized weights of the first two levels (What is also a profit for the users of the postage stamps).
Napoleon III, 20 centimes blue
July 1st, is emitted a stamp not notched of 20 centimes color blue representing the emperor Napoleon III and captioned “FRANK EMPIRE”. It replaces the 25 centimes blue emitted in September 1852 for the stamping from the letter up to 7,5 grams.The standard Napoleon III “Worsens” is drawn and engraved by Jacques-Jean Barre. The stamp is printed in Typographie in sheet of three hundred specimens.
This stamp is extremely used since, from now on, the port paid by the shipper is less expensive than the carriage forward by the recipient. He knows many pullings with nuances of colors (milky blue at the beginning of pulling, royal blue, black blue, blue sky,…) and of papers different thickness and color (white, cream-coloured, gray, green, blued,…).
It is employed until its replacement by one 20 centimes blue notched with type 2 in August 1862, without interruption in fact of pullings nor modification of the boards of impression, the additional serration being only one operation after impression and not a new design of postal figurines.
A second type (modification of the drawing) appears in September 1860; the two types are characterized by the features from two hair in top from the face and on the left from the ear.
In all (2 confused types), they is approximately 1,246 billion stamps to 20 centimes blue not notched which were printed, it is one of the stamps of France which had the high circulation figure.
The 20 centimes Empire blue is a subject of collection is. The varieties of box or impression, the nuances of colors, papers, the uses and obliterations, are so numerous that the subject is still not exhausted after 150 years of studies.

Napoleon III, 5 centimes green
November 19th, is emitted a stamp not notched of 5 centimes green color on pale green paper (green clearly with bluish green) representing the emperor Napoleon III and captioned “FRANK EMPIRE”. It allows from now on the stamping from printed from a certain weight, which can thus be deposited in a Boîte-aux-lettres.The standard Napoleon III “Worsens” is drawn and engraved by Jacques-Jean Barre. The stamp is printed in Typographie in sheet of three hundred specimens.
More than 74 million stamps were drawn, in 13 pullings between November 1854 and August 1862. This stamp present of the important variations of color, from frank green with dark green at the beginning of emission, it passes by a green known as " lumière" in 1860, then with a yellow green on clear green in June 1861. Because, under lighting with the candle, or the oil of the post offices, its color merges with the blue of the 20 centimes.
The 5 centimes green is replaced in May 1862 by one 5 centimes notched green-yellow, without interruption in fact of pullings nor modification of the boards of impression, the additional serration being only one operation after impression and not a new design of postal figurines.

Napoleon III, 80 centimes pink dark, known as “carmine”
December 4th, is the first known date of use of a stamp not notched of 80 centimes carmine color representing the emperor Napoleon III and captioned “FRANK EMPIRE”. It replaces the 1 carmine franc emitted in September 1853 following the fall of the tariffs of office at office in France, on July 1st, 1854.The standard Napoleon III “Worsens” is drawn and engraved by Jacques-Jean Barre. The stamp is printed in Typographie in sheet of three hundred specimens.
Approximately 9,9 million stamps is printed with several nuances of carmine, until an official change in November 1859 and the emission of one 80 centimes pink.
