It will make the report which the right emanates from the State, which the State is sovereign and which the State is autolimity. The state emanates first of all from a consensus between the individuals whose main concern is to put joint their goods so that it is managed in way communes. It is initially this need which has creates the State. It is at the origin of a study on the distinction between popular Souveraineté and national sovereignty.
