Speech of Vallouise
The speech of Vallouise is a speech made by the French President Valery Giscard d'Estaing the August 23rd 1977: it announces there that the Montagne must be “alive, active and protected”.
Context
Since the adoption of the Plan snows (1963), of many ski stations “with the Frenchwoman” were born. This practice had as consequences the dispossession of the mountain dwellers of their grounds, the absence of dialog and the bribes, the real scandals, the non-observance of the sites subjected to Avalanche S like environmental pollution, which denounced D. Arnaud in poisoned Snow (1975).
Theory…
Giscard d'Estaing declares: “Too much second home scatter with the liking of the arable land sales. Too many ski stations were established without holding account sufficient local populations and constraints of the environment. The effort of the State will relate henceforth to tourism integrated into other activities, accessible to the greatest number, respectful of the sites and landscapes. ”
With the practice
From now on, a commune is a mountain commune if she knows “a limitation of the use potential of the ground according to the climatic conditions”. The procedures of creation of new ski stations (New Tourist Units) prohibit the virgin sites in high mountain and along the lake shores.
