Introduction
The speech of Ajdir pronounced by S.M king Mohammed VI in Khénifra on October 17th, 2001, lies within the general scope of the process of democratization of Morocco. It marks the recognition of the Amazigh component thus in the Moroccan context pluriculturel, in its dimensions of language, culture and history, while knowing that Amazighité cannot be isolated total Moroccan cultural landscape.

Praise with God alone,
That the prayer and peace are on the Prophet, his Family and her Companions,
Mesdames and Sirs,
We held, with the blessing of God, to seal our Seal of the sherifs, in this blessed day, the dahir creating and organizing the Royal Institute of the culture amazighe, Institut of which we had announced creation and had defined the missions in the speech from the throne that we addressed to the Nation at the time of the second birthday of our accession to the Throne of our glorious Ancêtres.
We endeavoured to associate with this ceremony, the representatives of various components of the Nation political and trade-union, religious and cultural, economic and associative, because this act carries in him of the multiple significances which go well beyond its own object.
Through this act, we want, first of all, to express together, our recognition of the integrality of our common history and our national cultural identity built around multiple and varied contributions. The plurality of the affluents which forged our history and worked our identity is indissociable unit of our Nation gathered around its crowned values and its intangible bases which are the tolerant and generous Islamic religion, the defense of the fatherland in its unit and its integrity, allegiance with the Throne and the King, and attachment with the Constitutional monarchy, democratic and social. We want to as affirm as the amazighite which plunges its roots to deepest of the history of the Moroccan people belongs to all the Morrocans, without exclusive, and who it cannot be put at the service of political intentions of some nature that it is. Morocco was distinguished, through the ages, by the cohesion of its inhabitants, whatever are the origins and the dialects. They always showed a firm attachment to their values crowned and resisted any foreign invasion or attempt at division.
Insofar as the amazighe constitutes a principal element of the national culture, and a cultural heritage whose presence is expressed in all the expressions of the history and Moroccan civilization, we grant a solicitude very particular to its promotion within the framework of the implementation of our democratic and modernistic society project, based on the consolidation of the valorization of the Moroccan personality and its linguistic, cultural symbols and civilisationnels.
The promotion of the amazighe is a national responsibility, because no national culture can disavow its historical roots. It must, moreover, open and challenge any bulk-heading, so that it can carry out the development essential to the perenniality and the progress of any civilization.
Thus, by discharging its missions of safeguard, promotion and reinforcement of the place of the culture amazighe in space educational, sociocultural and media national,
the Royal Institute of the culture amazighe will give him fresh impulse as a national wealth and source of pride for all the Morrocans.
Mesdames and Sirs, By sealing this dahir of the sherifs here with Khénifra, we made a point of starting our great round in various areas of the Kingdom under happy auspices. We will go to the meeting of our faithful subjects where they live and work, reaffirming through the multiple visits that we carry out in all the areas of our dear fatherland and our meetings with all the categories of our faithful people, that the heart of Morocco is located where are and live Moroccan citizens.
The act that we will achieve today is not only related to a reading of our history, it is as and especially an act of faith in the future, the future of Morocco of solidarity and cohesion, Morocco of the will and effort, Morocco of the virtue, weighting and serenity, Morocco of all, extremely of its national unit as the projection in the policy of regionalization does nothing but more consolidate Morocco who does each one of his areas a fertile space where all the potentialities can be expressed, to open out, to develop and thrive within the framework of a democratic practice citizen.
We request God to perpetuate on this peaceful country the virtues of fraternity, solidarity and cohesion, and to crown success our united action for the realization of more national assets within the framework of our values and crowned institutions.

That one knows by the present ones can God raise some and to strengthen the content of it.
Exposed reasons,
1. Perpetuating the work of our venerated ancestors, we committed ourselves preserving the bases of the secular Moroccan identity, unified around the crowned and intangible values of the Kingdom: faith as a God, love of the fatherland, allegiance with the King, Amir Al Mouminine and attachment with the Constitutional monarchy
2. Referring to us with the speech from the throne which we addressed to the nation on July 30th, 2001 at the time of the Festival of the Throne and in which we had put forward the plural character of our national identity: plural identity, because built around various affluents: amazigh, Arabic, sub-Saharan-African and Andalusian, as many composts which, by their openings on varied cultures and civilizations and in interaction with them, contributed to refine and enrich our identity…
3. Convinced that the recognition of the whole of the cultural and linguistic heritage of our people reinforces the national unit by the consolidation of our identity
4. Recalling that the finality of the democratic practice within the framework of the Rule of law is to carry out the equality in rights and duties of all the Moroccan citizens
5. Anxious to reinforce the substratum of our culture and fabric of the identity of our rich nation by the diversity of its affluents
6. Eager to look further into the linguistic policy definite by the national charter of education and training which stipulates the introduction of the amazigh into the education system
7. Convinced that the coding of the C-W communication of the amazigh will facilitate its teaching, its training and its diffusion, will guarantee the equal opportunity of all the children of our country in the access to the knowledge and will consolidate the national unit
8. Considering that creation near Our Majesty of the sherifs of an institution placed under our protection guardian, charged safeguarding, promoting and with reinforcing the place of our culture amazighe in space educational, sociocultural and media national like in the management of the local and regional businesses will give him fresh impulse as a national wealth and source of pride of all the Morrocans
9. Having the firm certainty that the assistance to be brought to Our Majesty, in the form of opinions lit in the protection of this culture and its promotion, requires that this Royale institution is made up of personalities known for their intellectual ability and their conscience of the plural aspect of our national culture
10. Anxious to see this Royal institution of the culture amazighe discharging its missions under the best conditions, Our Majesty of the sherifs held to equip it with financial autonomy and administrative.
By these reasons
Our Majesty Of the sherifs,
considering article 19 of the Constitution,
decided what follows:
- Article 1: It is created, near Our Majesty Of the sherifs and under our guardian protection an institution called Royal Institut of the culture amazighe, - IRCAM- equipped with the full legal capacity, financial autonomy and indicated in this Dahir the Institute. The Institute is governed by this Dahir, forming its general status, and by the texts taken for its application.
The seat of the Institute is established in Rabat
- Article 2: The Institute, seized by Our Majesty for this purpose, delivers opinion to us to the measures likely to safeguard and to promote the culture amazighe in all its expressions.
In collaboration with the governmental authorities and the institutions concerned, the Institute contributes to the implementation of the policies retained by Our Majesty and having to allow the introduction of the amazigh into the education system and to ensure the amazigh its radiation in space social, cultural and media, national, regional and local.
- Article 3: To fulfill the general missions which are assigned to him with article 2 above, the Institute is in charge of the following actions and activities which it carries out pursuant to the programs approved in accordance with article 7 hereafter:
1. To join together and transcribe the whole of the expressions of the culture amazighe, to safeguard them, protect them and ensure the diffusion of it
2. To make research and studies on the culture amazighe and of to facilitate the access to the greatest number, to distribute the results and to encourage the researchers and experts in the related fields there
3. To promote artistic creation in the culture amazighe in order to contribute to the revival and the radiation of the Moroccan inheritance and of its civilisationnelles specificities
4. To study the C-W communication likely to facilitate the teaching of the amazigh by:
- Production of the didactic tools necessary to this end, and development of general lexicons and specialized dictionaries,
- Development of the teaching action plans in the mainstream education and the part of the programs relating to the local businesses and the regional life,
The whole in coherence with the general policy of the State as regards state education
5. To contribute to the initial development of training programs and continues with the profit of the teaching executives in charge of the teaching of the amazigh and the civils servant and servants which, professionally are brought to use it, and generally, for any person eager to learn it
6. To help the Universities, if necessary, to organize the Research centres and of linguistic and cultural development amazigh and to train the trainers.
7. To seek the methods likely to encourage and reinforce the place of the amazigh in spaces of communication and information
8. To establish cooperative relations with the institutions and national and foreign establishments with vocation cultural and scientific working towards similar ends
- Article 4: The Institute is managed by a Board of directors and is directed by a vice-chancellor.
- Article 5: The Board of directors of the Institute is composed of the vice-chancellor, chair, and of 40 members to the maximum of which:
- Five (5) members representing the ministries for the Interior, Higher education, State education, the Culture and the Communication
- One (1) president d' Université representing the Universities, named by Our Majesty on a proposal from the Minister for the Higher education of our government and
- One (1) directing of Academy representing the Regional academies of education and training, named by Our Majesty on a proposal from the Minister for the State education of our government. The vice-chancellor of the Institute can convene with the board meetings, in an advisory capacity, any person of which he considers the opinion useful and for each time that proves to be necessary.
- Article 6: The vice-chancellor of the Institute is named by Our Majesty.
The other members of the Board of directors of the Institute are named, and taken back if necessary, by Our Majesty, on a proposal from the vice-chancellor of the Institute for a 4 years renewable mandate only once, according to the procedure envisaged in article 9 second subparagraph hereafter. The nomination by Our Majesty of the first members of the Council will be carried out on provisional Commission proposal envisaged by article 18 below.
In the event of vacancy, for some cause that it is of a member of the Council, the vice-chancellor proposes with Our Majesty, according to the procedure envisaged in article 9 second subparagraph hereafter, a member replacing the failing member who will exercise his mandate for one four years duration as from his nomination.
- Article 7: The Board of directors of the Institute is invested of all the capacities and attributions necessary to the administration of the Institute. For this purpose, it deliberates on the programs annual or multiannual of the actions which the Institute intends to carry out to deliver opinion to Our Majesty on the questions that we subject to him or who are necessary to the realization of the missions envisaged in article 3 above.
In addition, in addition to particular attributions which are reserved for him by the provisions of this dahir, the Council deliberates in order to fix:
- rules of procedure of the Institute”
- staff regulations”
- the draft budget of the Institute and the stop of its annual accounts.
All the Council Decisions are subjected to the high approval of Our Majesty by the vice-chancellor of the Institute.
- Article 8: The Council meets at least twice a year as an ordinary session and as much as requirement in extraordinary sessions on convocation for its president acting at the request of Our Majesty, or its own initiative or at the request of the 2/3 of the members.
The day order of the Council is made available of Our Majesty by the vice-chancellor of the Institute.
The Council holds its meetings validly when two thirds at least of its members are present. It makes its decisions in the majority of two thirds of the attending members.
- Article 9: The Board of directors is entitled, to carry out the missions which are allotted to him under the terms of this dahir, to create work groups and standing committees or provisional of which it will fix attributions, the composition and the procedure in the rules of procedure which will specify, in addition, the procedure of the Council.
However, the Council must create a special subcommittee of the nominations and representations charged to examine, before their tender with, the proposal Board of directors of the vice-chancellor relating to the co-optation of the novel members of the Council to replace those having completed their mandate or of the members having to represent the Institute at the time of demonstrations abroad.
This commission, chaired by the vice-chancellor, is composed of the five representatives of the ministries, president d' Université and the director of Academy, members of and the seven member Board of directors of the Council elected in his center.
It meets and deliberates under conditions fixed by the rules of procedure.
- Article 10: The vice-chancellor of the Institute holds all the capacities necessary for the execution of the decisions taken by the Board of directors.
For this purpose, the vice-chancellor:
- The Institute Directs, acts as its name, takes or authorizes all acts or operations relative to its object
- Manages the bodies of the Institute, its administrative services, financial and technical
- The Institute with respect to the State Represents, of any public administration and any third
- Achieves all the conservatory acts in the name of the Institute
- In the name of the Institute any contract Establishes or cooperation agreement with any private public institution or, national or foreign and subjects them to the Board of directors for approval
- Names or recruits the personnel of the Institute, his experts and technicians
- Day before with the execution of resolutions of the Board of Directors and fixes the day order of its meetings.
The vice-chancellor can delegate, with the agreement of the part, Board of directors of his capacities as regards administrative management with the general secretary of the Institute, named in accordance with the provisions of article 14 below.
- Article 11: The vice-chancellor of the Institute is the director of the receipts and the expenditure of the budget of the Institute. He is entitled, in this quality, to engage the expenditure of the Institute, to make hold the accountancy of the committed expenditure and to provide to the accountant the related receipt and payment orders there.
It is entitled to delegate under its responsibility part of its capacities and attributions to a member for the Board of directors of the Institute which replaces it in the event of absence or of prevention.
- Article 12: The budget of the Institute is the estimated act of the expenditure and the annual receipts of the Institute. It envisages in receipts, in particular, the State grants whose amount is entered with the budget of the Royal Court. The Minister for Finance of our government determines the methods of presentation of the budget, the methods of behavior of his accountancy and names an accountant near the vice-chancellor charged to take care of the compliance with the budgetary and countable rules above mentioned. The accounts of the Institute are subjected to a mission of chartered accountants indicated by the Minister for Finance of our government, which submits a report with the vice-chancellor of their observations on the conditions for implementation of the budget. This report/ratio is integrated into the annual report submitted to Our Majesty pursuant to the provisions of article 13 hereafter.
- Article 13: The vice-chancellor is held to submit to Our Majesty an annual report detailed on the activities of the Institute, approved by his Board of directors. This report/ratio must obligatorily include/understand the state of the actions carried out by the Institute during the past year, and the programs and projects which he intends to carry out during the following current year or years. Our Majesty orders some, if necessary, the publication of whole or part of its contents to the Official Bulletin.
- Article 14: The administrative secretariat of the Institute is ensured by a general secretary, named by dahir. It takes share with work of the Council, of which it ensures the behavior of the official reports or the reports, without deliberative voice.
- Article 15: In the compliance with the rules envisaged in this dahir, the rules of procedure will specify, in particular, the administrative, financial structures and techniques of the Institute and the methods of its operation.
The vice-chancellor of the Institute works out the interior draft Regulation of the Institute. This one is subjected to the examination of the Board of directors and the approval of Our Majesty.
The rules of procedure can be modified by the Institute in the forms envisaged in the subparagraph above.
- Article 16: The personnel of the Institute is composed in addition to personnel recruited in accordance with his statute, of:
- Civil servants seconded near the Institute by the public administrations, in particular the Regional academies of education and training, the Universities, in particular of the teacher-researchers, in accordance with the legislative measures and lawful into force
- Experts and specialists recruited on limited time contract or placed at the disposal of the Institute by the research and educational establishments concerned with the public sector, one limited duration within the framework of conventions and co-operations between the Institute and these establishments.
- Article 17: The Institute can have the movable and real property necessary to the achievement of its mission.
The State and the other moral persons of public law can place free at the disposal of the Institute the movable and real property necessary to the achievement of its mission.
- Article 18: For the initial constitution of the Institute, Our Majesty of the sherifs will name a made up provisional commission, in addition to vice-chancellor of the Institute, of four personalities, charged to propose with Our Majesty the members of the Board of directors of the Institute and to take all the administrative measures and financial which the establishment of the bodies of the Institute requires to enable him to assume the missions which are reserved for him under the terms of this dahir as from January 2002.
- Article 19: This dahir will be published in the Official Bulletin.
External bonds
