Soisy-sous-Montmorency is a common French, located in the department of the Val-d'Oise and the area of Île-de-France.

Its inhabitants is called Soiséen () S.

Geography

The city is located in the Vallée of Montmorency, to 12 km in the north of the doors of Paris. It extends on approximately three kilometers banks from the Lac from Enghien, in the south, with orée of the Forêt of Montmorency, in north on the slopes.

The communes bordering are Andilly, Eaubonne, Enghien-the-Baths, Montmorency and Saint-Gratien.

Hydrography

The communal territory is crossed by two small rivers: the brook of Andilly and the Ru Saint-Valéry .
From a 3,2 kilometers length, the brook of Andilly is born near the village from Andilly and is thrown in the Ru of Enghien, tributary of the Lac of Enghien then of the the Seine, after having crossed the south of the commune of Andilly and north in the south the territory of Soisy-sous-Montmorency, in underground essentially. It feeds a small water part in extreme cases of Andilly and Soisy. The Ru Saint-Valéry is born in top from the boulevard from the Orangery with Montmorency, skirts the street of the Pit-with-Monks before joining in Soisy the brook of Andilly where they form together the brook of Three-Common the which flows in the Ru of Enghien forming with this height the Northern Lac or Petit lake , septentrional extension of the Lake Enghien.

The commune is fed out of water by the station of treatment of Méry-on-Oise, managed by the company Veolia Environnement. The drinking water with Montmorency is of very good quality bacteriological, containing few Nitrates, being little fluorinated and become relatively little Calcaire since the installation of the Nanofiltration in 1999 with the factory of distribution. Distributed water is of surface origin, coming from the filtration of water of the Oise.

Communication network

The most important ways which cross the commune are three secondary roads.

The secondary Road 928 connects Saint-Denis to Hérouville, on the plate of the French Vexin. It follows a north-western direction permanently and crosses successively Villetaneuse and Mourning-the-Bars before forming the communal limit between Montmorency and Enghien-the-Baths in the south, then crosses Soisy-sous-Montmorency in its center, Eaubonne and several other communes of the Vallée of Montmorency before crossing the Oise between Méry-on-Oise and Auvers-sur-Oise.

The secondary Road 144 connects Montmorency to Saint-Leu-the-Forest. It crosses one the septentrional third of the commune and continues towards the west through Andilly, Margency and the north of the Vallée of Montmorency.

The secondary Road 109 connects Argenteuil to Soisy then becomes D 109 prolonged until Domont where it joined D 124. It crosses the commune in all its length of the south to north, of the limit of Saint-Gratien to the district of the Sources.

These various terrestrial infrastructures have an impact relatively limited in sound term of Pollution according to the regulation. The principal ones sees road are classified of category 3 or 4, of moderate level.

On the other hand two infrastructures are classified of category 2 (high). The first is the Paris-Pontoise railway which crosses the south of the commune. The sound impact however remains moderate considering the traffic exclusively of suburbs (no train of broad outlines nor of goods in normal situation). The second is the inter-commune Boulevard of Parisis, in project, whose realization should begin in 2010. This street with twice two ways which will divide the city in two, will once have built, an impact raised as regards sound and atmospheric pollution. It in addition causes an effect of cut in the urban screen of the city.

Housing

The residences in Soisy-sous-Montmorency are on average more recent and vaster compared to the regional average. The city counted: 7191 residences of which: 6664 main homes in 1999. In 1999,92,7% of the residences soiséennes were main homes and only 0,5% of the second home. The Middle Age of the park Immobilier is lower than the regional tendency, a strong majority of the residences dating from the Années 1950 and afterwards: 53,4% of the main homes went back to 1949 with 1974, against 37,8% in Île-de-France. Recent constructions (of 1990 to 1999) are much less present than the average of the area, and this in spite of the launching of some real estate schemes: the communal territory is indeed almost entirely urbanized. In 1999, 6,8% of the main homes dated from 1990 or afterwards against 9,1% in Île-de-France. A contrario , constructions former to 1949 accounted for only 20,7% of the park compared with 33,7% for the regional average francilienne.

Soisy-sous-Montmorency is a commune mainly made up of multifamily apartments, but cash nevertheless a suburban park considerable, and especially made up owners. The main homes were distributed to 40,4% in houses and 59,6% in apartments (respectively 26,9% and 73,1% in the area). 57,6% of the inhabitants are owners of their housing, against 39,0% which are only tenants (respectively 44,3% and 51,1% in the area).

The commune is subjected to the legislative obligation of construction of 20% of social housing under the terms of the law n°2000-1208 of December 13rd, 2000 relating to solidarity and the renewal urban. With: 1559 residences HLM is 23,4% of the park in 1999 (23,4% also in the area), the city respects the provisions of the law. One can note moreover that the number of vacant housings was relatively weak in 1999 with 6,2% of the park against 8,1% on average regional.

The dwellings are characterized by their important surface: a strong majority counts four parts and more (53,3%). The residences of three parts (29,0%) follow, then 2 parts (11,4%). The small residences remain very minority (studios: 6,3%). However, 28,1% of the households were made up only of one people, tendency in increase of 19,2% of 1990 to 1999 and which one finds with identical in the area.
The city thus has residences rather in conformity with the tendencies franciliennes with a park overall younger in spite of the low dynamism of the new real estate but nevertheless a clear underrepresentation of small surfaces.

Climate

Soisy-sous-Montmorency as all the Île-de-France is subjected to a degraded oceanic Climat. It intramurally is different from the climate of Paris by a variation in temperature of a few degrees, particularly notable at daybreak, and which tends to be accentuated with the passing of years. This variation, of 2° on average but which can reach 8° by one night clear and a weak Vent, is explained by the urban density which increases the temperature in the middle of the agglomeration. The annual average temperature is of 11°C, the month more the cold is January with +4°C; the hottest months are July and August with +19°C (average day laborer).

History

The name of the parish is mentioned in the form “Sosoi” in 1110 in an act of a lord of Montmorency by which is made gift with the Saint-Florent abbey of Saumur of the incomes of the communal oven. The same name is found in 2 communes of the Département of the Essonne. It is generally estimated that it would be derived from Sosiacus itself coming from the Roman name Sosius . The Gallo-Roman past is only visible in the presence of a way known as Roman which occupied the axis of the Vallée of Montmorency. This important way was on the route of Paris to Rouen, via Saint-Denis and Pontoise and one finds of it the layout in the “roadways Jules César” used like street name to Eaubonne and Franconville with the N.O.

Located partly on the slopes of the large hill which carries the Forêt of Montmorency, its soil was favorable to the vine and the fruit trees. The low part, at the bottom of the broad valley of Montmorency was marshy so that the principal agglomeration has to be established with the foot of the first slopes.

With the the Middle Ages, several Fief S is established in the parish, one of them is that of the lords éponymes. It is a Jean of Soisy which sells with Louis XIII the ground of Versailles on which this one made build a hunting lodge, prémice of the royal palace to come. The last lord of the line of Soisy was killed in 1703 by the Protestant rebels of the Languedoc.

The Abbaye of Saint-Denis also had grounds in Soisy as in all the area and a locality the Pit-with-monks is perhaps the trace of a fish pond intended for the breeding of fish for the Lent. The village counted only twenty fires in 1470; they are seventy-seven at the time of the enumeration of 1709, that is to say approximately three hundred inhabitants.

At the 18th century, the development of the Paris and its suburbs induced, on the one hand, creation of market-gardening exploitations and, on the other hand, with the construction of castles and villas of pleasure for the easy classes. It remains about it very little of witnesses. The startup of the railroad of Paris with Pontoise in 1846 allows the creation of a halt which will take the name of Field-of-races of Enghien when a hippodrome is established in 1860 partly on Soisy and partly on Eaubonne. Because, in 1850 is created the commune of Enghien-the-Baths at the expense of the common neighbors: Soisy loses a broad territory which went to the edge of the Lac of Enghien close which, in 1766, of the sulfur springs had been found by the Father Louis Cotte, oratorien and future priest of Montmorency (called besides Anghien at that time).

The 19th century is marked by the development of the district close to Enghien and by the exploitation of the Gypse which levels in thick benches on middle height of the hill. Careers accompanied by chalk pits will be exploited until the end of the 20th century.

A railway line on a escarpé course is created in 1866 to connect Enghien to Montmorency. Two halts, the station of Soisy (1871) and the Point-Raquet (1895) will contribute to the urbanization of their districts. The Loi Squinter in 1921 causes a new wave of constructions which will make grow the population to 7.000 inhabitants in 1954 and 13.000 in 1964. The development of the habitat with moderate rents (HLM), initially close to the halt of the racecourse, then in limit of Eaubonne inflates the population which triples in 20 years. At the end of the century the agricultural activities, then industrial disappear like those of the factories Rincheval (mechanical) and Bernard (foundries). The commune, although become one of many the common-dormitory of Paris sees its marketing activity being reinforced in a great zone of stores, while the old center, composed of old farms difficult to restore is rehabilitated by respecting some the aspect and volume.

Soisy-sous-Montmorency is the Chef-lieu of a canton of three communes (including/understanding Andilly and Margency). The city belongs to the urban Unité and the urban Aire of Paris.

The common one belongs to the jurisdiction of authority of Montmorency, and great authority as well as trade of Pontoise.

Political tendencies

Politically, Soisy-sous-Montmorency is clearly a commune of right-hand side.

With the referendum on the constitutional treaty for Europe of May 29th, 2005, Soiséens approved with a clear majority the European Constitution, with 55,89% of Yes compared with 44,11% of Not with a rate of abstention from 33,38% (whole France: Not to 54,67%; Yes to 45,33%). These figures are contrary with the departmental tendency of the Val-d'Oise (Not to 53,47%; Yes to 46,53%) but slightly higher than the results franciliens (Yes 53,99%; Not 46,01%).

With the presidential election of 2007, the first turn saw dissociating at the head Nicolas Sarkozy with 38,12%, followed by Ségolène Royal with 24,56%, Francois Bayrou with 20,26%, Jean-Marie Le Pen with 7,87%, finally Olivier Besancenot with 3,00%, no other candidate not exceeding the threshold of the 2%. The second turn saw arriving largely at the head Nicolas Sarkozy with 57,27% (national result: 53,06%) against 42,73% for Ségolène Royal (national: 46,94%).

With a rate of tax of dwelling of 13,21% in 2005, tax pressure for the private individuals in Soisy east in the average of the department. The gypsum levels with middle height of the Butte-témoin carrying the Forêt of Montmorency: it is about fact of the most important bed of Gypse of Europe. The Vieujot Chalk pit begins again starting from 1947, the career of the Paving stone-Saint-Paul. An important company of Public works, J.Fayolle and Fils (Turnover 2005: 146.837.000 euros), is very related to the city, where it has its Head office. An important deposit is located in the artisanal zone of the commune, with the limit of Andilly.

Important a Shopping mall, “both Cedar S”, is located on the territory of the commune at the limit of Eaubonne, comprising a hypermarket Auchan as well as an ensign of do-it-yourself (Bricorama), a garden-center (Green Store) and a commercial gallery. In the vicinity immediate, another shopping mall of more modest size comprises an average surfaces commercial (Simply Market) and some independent trade.

Transport

Soisy-sous-Montmorency is served by the station of the Racecourse of Enghien, on the network Transilien Paris-North, branches Paris-North - Persan-Beaumont Pontoise/. The station is served at a rate of a slow train to the 1/4 of hour in off-peak hours and at the same frequency in rush hours, the trains becoming on the other hand semi-direct. It is necessary from 14 to 18 mn of way starting from the station of North.

The city is served by the buses of the Valmy network of the TVO (Transport of the Val-d'Oise) which connects it to the common neighbors like to the stations of Enghien-the-Baths and Ermont - Eaubonne, lines 10,11,12,14 and 16 like by a minibus of communal service road, the “Soisybus”.

The commune is easily accessible from the highway has 15, at 3 km, thanks to the inter-commune Boulevard of Parisis, and is located at less than 15 mn of the doors of Paris by the road.

Gardens and green areas

The commune has two parks and of many green areas:

  • the park of the Valley-Ombreux , which comprises sets of children, located along the avenue of Paris

The account city 23 ha of green areas and sixty-three flowered points maintained by seventeen municipal gardeners.

Soisy was seen giving in November 1999 its fourth flower to the Concours of the cities and flowered villages, becoming on the occasion the only commune of the department to have four flowers. The commune in addition is regularly rewarded since this date.

Tourist monuments and places

Soisy does not have a historic buildings classified but a small portion of the site of the career of the “Hole of the wolf” constitutes a classified site. On the other hand, the stalls of the church are classified.

the church Saint-Germain : The church, with the dedication of Saint-Germain-of-Paris existed before 1624 perhaps succeeding a vault of the lords of Soisy mentioned in 1270. It was rebuilt in 1757 in a “traditional” style. The Stalls of the 16th century, probably coming from the former building, are classified historic buildings since December 4th 1914. The Clocher is the only vestige of the older construction of 1536. The Cimetière which surrounded originally the building was moved in 1850. The church was increased by a modern extension in 1968.

the park, and the orangery of the Valley-Ombreux : They are the only vestiges of one of the three old castles of Soisy-sous-Montmorency. The castle of the Valley-ombreux, frame at the 18th century, remained a long time with the abandonment, was finally demolished in 1983. The Orangery, also a long time in sorry state was restored at the beginning of the Années 1990 and became the place of conferences and exposure of the commune.

the Racecourse of Enghien-Soisy : The hippodrome, of a surface of 44  ha, is almost entirely on the commune of Soisy-sous-Montmorency (96% of its surface, 4% on the commune of Eaubonne), but then bears the name of the common neighbor of Enghien-the-Baths, much more famous. The horse activity exists in this place as of 1860, but it is only on April 15th 1879 which was inaugurated a true hippodrome. Exploited as of 1886 by the sporting Company of encouragement to its creation, then bought by this one in 1921, a track into hard is built there in 1922. During the two world wars, the racecourse was closed. The first Tiercé had this hippodrome for framework. It is managed since 1997 by the Cheval French and specialized in the obstacle and trotting races; the track was renovated and a powerful lighting allowing the races into night set up in 1986. It bears since 1999 the official name of hippodrome of Enghien-Soisy. The Prix of the Atlantic is held there each April.

  • Mister and Mrs Aubrac with their children also lived during nearly twenty years in Soisy (With the angle of the avenue of Paris and the street Carnot), their property became from a service station! Mrs. Lucie Aubrac had in a time lent her “pigeon” to the wolf cubs. They also accepted the Vietnamese president Ho Chi Minh, come to negotiate with Paris in 1946.
  • Charles Godefroy (1888 - 1958), aviator, finishes his life in Soisy. It made the exploit to pass by plane under the triumphal arch to Paris on August 7th, 1919. It is the single time that a pilot thus succeeds in passing under a Parisian monument successfully. A street of the common door its name and a stele was installed there.

Fourteen public schools exempt teaching in Soisy:

Five nursery schools, seven elementary schools and two colleges. The commune also has a catholic private school (street of the Saint-Germain Fountain).

The schools of the commune are managed by the general inspection of the departmental inspection of State education of Montmorency (103, avenue du Général- of-Gaulle 95160 Montmorency). The district belongs to the basin of education and training of Enghien-the-Baths.

Sport

A future nautical center will be carried out in limit of Andilly and Soisy-sous-Montmorency. It will include/understand three basins (a basin of competition of 25  m with 8 corridors, a basin of improvement and one of initiation and a “space forms”). Work will be launched in 2007. The cost of the building is evaluated to 11,5 million euros, and will be in particular financed within the framework of a contract of territory signed with the State, the Department and the Area.

The startup of the equipment is discounted at the end of 2009.
