Social security in France
The social security gathers the whole of the versed social security benefits in France with the people in situation of Pauvreté or extreme poverty. They aim to meet the paramount needs for the people.
One distinguishes it from the Social action, which also includes the engaged activities to leave the people concerned this situation.
Presentation
The legal social security is distinguished, which includes/understands the payments of the State and the organizations of the Public service and to which have right of the people if they answer the criteria of resource, and the optional social security which does not constitute an automatic right. It falls within the competence of the department (ex: ESA), of the State (Lodging houses and social readjustment: CHRS) as well as commune (the Communal centres of social action, CCAS, legal social security).
Concerning the legal social security, the criteria of resources (legal minima) are fixed by the State, and the communities have capacity to exceed the amount of these services but can in no way of reducing them in-on this side minimum fixed by the State.
