Social progress

The social progress gathers all progress which touches with the improvement of its major value and living conditions of the human being. The social progress is primarily a contemporary concept because it is associated with the living conditions of the human being in the modern society.

When one speaks about the evolution of the living conditions, one speaks:

  • of the increase in the remuneration and consequently in the standard of living of the individual.

  • of a qualified schooling, and a powerful health system, all the two accessible ones to all.

  • of better work conditions which, coupled to an adequate mechanization, allow an increase in the time productivity of each individual and a reduction in the industrial accidents - had for example with tiredness -. As solution with the latter, one can propose like social progress the reduction in the working time per week.

The social progress allowed not only the installation of the Social security (paid by the contributions of the workers) which includes the family benefits, the pensions, the Chômage, the refunding of the health care, the Paid vacations, etc but also allowed the introduction in France of the RMI (Minimum wages of Insertion) and in Belgium of the income of social integration which, financed by the taxes, are a last net before indigence. The right to housing, the exemption from payment of the schooling, etc all these basic rights must with the social progress. The social progress for the majority must with policy options. It is besides an objective generally advanced by the left in general.

Some point out that a policy of social progress to be durable must be accompanied by Economic development. That supposes arbitrations between the possible social measures in the present and those to defer in the future, and to avoid or moderate those being likely to be too désincitatives with the work, the Investissement and on the initiative for example.

The social progress can be obtained various ways, sometimes by:

  • the development of the standard of living, strongly dependant on economic development;
  • the negotiation within the company, from the branch, the State, these negotiations are in general obtained by the action of the trade unions;
  • the legislative way, a political party with the capacity decides on a social progress and votes a law in this direction, it is often the formalization of a negotiation passed, but sometimes of the social progress are done without the assistance of the trade unions.

The concept of social progress belongs to the social Doctrine of the Church and was the subject of the encyclical MATER and Magistra of Jean XXIII.
