In 1994, the agent Paolo de Rosa, in charge of the sale of their stamps in several countries of Europe, calls a conference so that these small administrations share their experiments. They decide to become autonomous of any agent and to create Sepac when Afinsa repurchases the agency of Rosa.

During conferences in 1999,2005 and 2006, several projects of promotion are evoked until the acceleration of the calendar in 2006 with the public presentation of the Co-operation of the small European postal administrations, a Logotype and a joint emission of postage stamps on a common topic treated in all independence by each member.
