Siniora plan
The plane Siniora is a plan written and published by Hanna Siniora the January 14th 1988 at the time of the Intifada which gathers the claims of rising.
Preparation
The first public meeting on the Siniora plan is held with the hotel National De luxe hotel on January 4th, 1988 with ten participants. Siniora proposed a civil disobedience campaign. Siniora is shown to want to transform Intifada into a large joke. Half of the participants take part in the second session the following day.Plan

- Abandon of the policy of stings of iron
- release of all the hanging stopped prisoners Intifada in particular the minors
- Annulation of the decrees of expulsion
- Levée seat in the refugee camps
- Installation of an international force by replacing the Tsahal
- Arrêt of the construction of new colonies and the expropriation of the Palestinian grounds
- Garantie statute of the holy places of Jerusalem
- Annulation of all taxes imposed on the Palestinian population
- Autorisation of the public organizations and call to municipal elections supervised by a neutral authority
- Annulation of all the restrictions as regards construction of forging mill of well ofindustrialization in the territories and end of discriminations against the Palestinian production
- Authorization of the contacts with the Right PLO
- of the representatives of the territories to take part in the Palestinian National council
Reaction
Palestinian reaction
Dimensioned Palestinian its plan no enthusiasm causes. The Palestinian persons in charge feared the Israeli answer indeed. Some thought that the plan that a boycott would involve the famine in the territories. Others saw it like a provocation of the civil administration and others take Siniora for target. The plan passes in the lapse of memory because he is not regarded by the Palestinians as the claims of Intifada.Israeli reaction
As soon as officially known the Siniora plan the security services Israeli start to seek one answers adapted. The first recommendation was to stop not less than 17 of the participants in the first meetings what the public prosecutor refused because according to him there does not exist any proof binding these men to reprehensible acts. Measures of intimidation are then taken. The police force settles around the Al-Fajr offices, newspaper directed by Hanna Siniora. 4 participants in the conference of January 14th are stopped during a few hours and the others are questioned.Documentation
