Single convention on the narcotics of 1961

The single convention on the Stupéfiant S of 1961 convened by UNO was ratified the March 30th 1961 with New York. It comprises 183 signatories at November 1st 2005, it is coming into effect in 1964 and was modified by the protocol of the March 25th 1972. It is known as single because it replaces several international conventions.

Its objective is to limit the production and the trade of substances prohibited by drawing up a list of these substances, qualified Stupéfiant S.

This convention is at the origin of the creation of the international Organe of control of the narcotics (OICS) which is the body independent responsible for the implementation of conventions for UNO on the Drogue S.
La convention also obtained texts making it possible to include new substances in these tables under the control of WHO.

History

The first international regulations concerning drugs date from the beginning of the 20th century.

In 1912, first of all with the International convention of opium, aiming at regulating the import-export of derived from the poppy. This treaty was supplemented with texts concerning of other substances as the Cocaïne during the 50 years which followed.

As of 1948, the need for international texts aiming at regulating certain substances was felt but it is only in 1961 that a final text could be adopted.

Single convention on the narcotics of 1961 regulated these substances more precisely (adding for the first time the Cannabis and its derivatives to the Opium, the Coca and their derivatives), but presented the gap not to regulate the new synthetic substances which would not be sufficiently similar in their potential therapeutic abuse/with the three principal substances of convention (cannabis, opium, cocaine).

The countries signatories gradually adapted their legislation to this text, categorizing the Drogue S according to tables equivalent to conventions of 1961 and 1971, thus allowing an international coherence in term of regulation on drugs.
