Signatories of the Constitution for Europe
The the Treaty of Rome of 2004 known as Constitution for Europe was signed Friday October 29th 2004 by:
In the following order (which corresponds to the protocolar alphabetical order ¹ within the European Union):
- 10:45: Opening ceremony in Palazzo Senatorio (senatorial Palate) - Salted Giulio Cesare (Jules-César room)
- 11:45: Signing ceremony in Palazzo dei Conservatori (Palate of the Conservatives) - Salted degli Orazi E dei Curiazi (room of Horaces and Curiaces)
Authorities representing the Bulgaria, the Romania and the Turkey also signed the final Act of the treaty establishing a Constitution for Europe, as applicant country having contributed to his drafting within the European Convention.

thus also signed, in this order, the final act, in their capacity as States candidates to the adhesion of the European Union, observers near the Conference:
- For the Bulgaria, Siméon of Saxony-Cobourg-Gotha, Prime Minister, and Solomon Pasi, Foreign Minister;
- For the Romania, Ion Iliescu, President of the Republic, and Mircea Geoană Foreign Minister;
- For the Turkey, Tayyip Erdoğan, Prime Minister, and Abdullah Gul, Foreign Minister.
The Croatia, also candidate with the European Union, but whose statute is later than the precedents, signed only one declaration, as an observer. This declaration of the government of the Republic of Croatia was signed by Dr. Ivo Sanader, president of the government. She affirms in particular that Croatia, as Applicant country, favorably accommodates the signature of the Treaty of Rome of 2004 and feels privileged to take part in this historical event. She shares the values, the objectives and the principles contained in this treaty.
