Signaling Connection and Control Leaves (recommendation ITU-T Q.713) is the protocol of transport of networks SS7. It is comparable with TCP for Internet. SCCP provides a service of transport to the messages of an address SCCP (a Global Title) through various equipment networks to the equipment recipient. SCCP uses two types of addressing:

- addressing by Not Semaphore and Number of under system

- the Total Title

The Point Semaphore identifies equipment and the Numéro of under system identifies the service within this machine.
Le Global Title is translated into Point Semaphore and Numéro of under system by the Point of Transit Semaphore
