The National Endowment for Democracy (NED) is an association with not-lucrative goal of the the United States whose official objective is education and training towards the Démocratie throughout the world. It was founded in 1983 and the greatest part of its funds comes from the State Department of the the United States, with approval of the Congress; by this approval, the government is released from any direct responsibility for the intrigues for the NED. This organization was created by Ronald Reagan to continue the secret actions of the CIA while supporting financially and by framing trade unions, associations and political parties.
Its financing is voted by the Congress and appears in the chapter of the budget of the State Department devoted to the Agency for international expansion (US Agency for International Development - USAID). To maintain the illusion of a private organization, the NED receives moreover gifts of three associations, they same indirectly financed by federal contracts: the Smith Richardson Foundation, the John Mr. Olin Foundation and the Lynde and Harry Bradley Foundation.
It redistributes the received money of the government with four organizations which act with the international level:
- National Democratic Institute for International Affairs, related to the Democratic party
- International Republican Institute, related to the Republican party
- American Center for International Labor Solidarity, founded by AFL-CIO
- Center for International Private Enterprise, founded by the Chamber of commerce of the United States.
The NED financed or finances political groups fighting officially for the Démocratie in Western Europe in the years 1980 like in the years 2000 in the countries of the Soviet ex-union as in Ukraine, or in the countries of Central Asia like the Kyrgyzstan or the Ouzbékistan. As one can see it on his Internet site, all the areas of the world are concerned with these programs of “assistances”.
The NED financed also the trade union Solidarność in Poland, whose counterpart was, after the arrival of its leader Lech Walesa with the capacity, a pro-US policy without fault (military orders of F16 in spite of the entry in the EU, total alignment on the positions of the White House in Eastern Europe, etc.).
In the years 1990, the NED invested money, at least 9.000.000 of US Dollar, in Eastern Europe, in order to support the development of the liberal economy and the programme of “therapy of shock”, of which the effects were the installation of a capitalism " sauvage" (reinforcement of oligarchy, poperisation of the most underprivileged sections of the companies concerned, capital flight,…).
The NED was implied in the campaigns of Référendum and the coup d'etat fallen through of April 2002 against the presidency of Hugo Chávez with the Venezuela, and also during the inversion of Jean-Bertrand Aristide with Haiti in 2004.
Its detractors denounce its bonds supposed with military regimes in Latin America during the Années 1980 and support that the NED, instead of “supporting” the Démocratie, is opposed sometimes selectively to this one.
Reporters without borders is also financed by the NED, RSF is often shown of partiality in its way of fighting for freedom of the press, in particular on the situation with Cuba and the Venezuela, and overall in all the countries with the anti-US capacities.
The majority of the historical figures of the clandestine actions of the CIA sat one day or the other with the Board of directors or the direction of the NED, of which Otto Reich, John Negroponte, Henry Cisneros or Elliott Abrams. It is chaired today by Vin Weber, former republican representative of Minnesota, founder of ultra-preserving association Empower America and fund raiser for the countryside of George W. Bush in 2000. Its executive director is Carl Geshman, a ex-trotskist, become responsible for the Socialist party for the United States (Social Democrats, the USA), and member of the current néo-conservative.
The NED being only the continuation of the secret actions of the CIA by other means, the United Kingdom and Australia is upstream associated with its management within the framework with the agreement which binds their military secret services.
The principle of the National Endowment for Democracy is that “What is good for America, is good for the world”. The funds are thus managed by a Board of directors where are represented the Republican party, the Democratic party, the Chamber of commerce of the United States and trade union AFL-CIO. Each one of these components proposes actions which must be validated in the majority of two thirds. Once freed, the money forwards by institutes controlled by one or the other of the components. In practice, that led the NED to determine target States in which it finances parties and managements and labor to reverse modes and to place new men at the capacity “in the interest of America” and not in that of one or the other of its components. Created to fight against the Communism, the NED never went better since the the USSR disappeared. She claims to promote the democracy, whereas she does nothing but control States by reproducing the contradictory interests of the leading class there states-unienne. From this point of view, the NED is probably principal the person in charge of the crisis of the democracies in the world: it did not cease distorting the institutional mechanisms and comparing the democracy to a “good governance” in the name of the people and to their place. In addition, the use of marked institutes of various political labels masks with the eyes of the public opinion the origin of the funds and the mobiles of their attribution. In many States, recipients of these “assistances” are handled without their knowledge, even if the individuals who negotiated the payments are perfectly conscious of the channels in which they are integrated.
The four satellite institutes of the National Endowment for Democracy are: The American Center for the solidarity of the workers (American Center for International Labor Solidarity - ACILS). It is chaired by John J. Sweeney in its capacity as general secretary of central trade-union AFL-CIO. The Center for the international private company (Center for International Private Undertaken - CIPE). It is directed by Thomas J. Donohue in its quality of president of the Chamber of commerce of the United States, i.e. of “owner of the owners”. The international republican Institute (International Republican Institute - IRI). It is chaired by the senator John McCain, unhappy rival of George Bush to the primary educations of 2000 and today principal parliamentary support for the total war with terrorism. The democratic National institute for the international businesses (National Democratic Institute for International Affairs - NDI). It is chaired by the former Secretary of State Madeleine K. Albright.
The system of the satellite institutes takes as a starting point what had been set up by the United States, as an occupying army, in Germany with the Friedrich Ebert Stiftung, the Friedrich Naunmann Stiftung, the Hans Seidal Stiftung and the Heinrich Boell Stiftung. As, it rather uses these foundations as financial relays in this country as its own institutes. On the same principle, the NED found partners in various Allied states, members of NATO or the ex- ANZUS, in particular: the Westminster Foundation for Democracy (the United Kingdom), the International Center for Human Rights and Democratic Development (Canada), the Foundation Jean-Jaurès and the Foundation Robert Schuman (France), the International Liberal Center (Sweden), the Alfred Mozer Foundation (Netherlands).
At the time of its twentieth birthday, the National Endowment for Democracy drew up an assessment of its action from where it arises that it finances and frames currently more than 6000 political organizations and social in the world. She entirely asserts to have created the trade union Solidarnoc in Poland, the Charte of the 77 in Czechoslovakia and Otpor in Serbia. She is pleased to have created of all parts the Radio B92 or the daily newspaper Oslobodjenje in ex-Yugoslavia and a string of new independent media in Iraq " libéré".
The NED publishes off the Journal Democracy, diffused universally, and Encuentro especially for Cuba, as well as collective books. It organizes conferences with the intellectuals that it sponsored (for example the historian François Furet and the press baron Jean Daniel for France). Lastly, it “forms” political and trade-union executives, everywhere in the world, with the exercise of the “democracy”.
Officially the budget of the NED is only of 50 million dollars. But to this principal line are added quantity of co-financing of the operations that it organizes. These external participations, from an amount evaluated to several hundreds of million annual dollars, come mainly from the State Department and the department from Work, and with discretion of the CIA.
