Luis of Velasco (1511 with Carrión of los Cops in Spain - July 31st 1564) was the second viceroy of News-Spain during the Spanish colonization of America.
Youth
Velasco was born with Carrión from los Condes, in the Province of Palencia, in 1511. Wire of noble and rich family, Velasco receives a good education as of its more young age. In the neighborhoods of 1547, he becomes Vice-roi and chief of the Spanish army in the Royaume of Navarre.
Viceroy of News-Spain
Impressed by the successes of Velasco and his honesty towards the crown, the Emperor Charles Quint sends it in News-Spain in 1550 to regulate the problems of the Spanish colonies of which the slavery and the system of the Encomienda. Velasco replaces the preceding Viceroy there, Antonio de Mendoza. It is accompanied by his son, Luis of Velasco, itself future Viceroy of News-Spain.Mendoza it was seen offering the choice of the viceroyalty of News-Spain or the Peru, Velasco having to take the other station. Velasco arrives at San Juan de Ulúa to News-Spain the August 23rd 1550. It spends September to Puebla, while Mendoza makes its choice. Finally, both decide to meet with Cholula, over there, Mendoza decides for Peru. The November 25th 1550, Velasco makes its official entry with Mexico City and becomes officially Vice-roi of News-Spain. It will fill its mandate until its death the July 31st 1564.
Velasco brings its assistance to the natives who it defends of the abuses the slave owners of mines and it releases 150 000 Indians of slavery. The January 25th 1553, Velasco inaugurates the royal and pontifical Université of Mexico City. It orders the foundation of the cities of San Miguel el Grande (now San Miguel of Allende), Durango (1563), San Felipe de Ixtlahuaca, and Nombre of Dios. It also institutes services public such as hospitals and courts intended for the natives.
In 1558 Mexico undergoes its first large flood of the Spanish time followed by an epidemic. The Viceroy will do all that is in its capacity to come to assistance of the victims
Until 1560, Velasco controls unbounded with its authority. Although he did not misuse his capacity, the Audiencia and some powerful colonists try to influence the Emperor so that he limits the authority of the Viceroy by forcing it to require the prior approval of Audiencia for his decisions.
During the last years of its mandate, Velasco concentrates its efforts with the establishment of new establishments in Florida, with the exploration of the Pacific Ocean and in the search of new richnesses for the Empire. In 1559, Velasco sends a fleet of 13 boats under the orders of Tristán de Luna Arellano in order to establish new establishments there on the Eastern coasts of Florida. Forwarding fails, the new establishments suffer from famine and run up against the hostile indigenous warriors. Spanish is constrained to give up them.
Father of News-Spain
At the beginning of 1564, Velasco elects Miguel López de Legazpi and Andrés de Urdaneta to carry out a forwarding through the Pacific towards the Îles to the Spices (Moluques) where Ferdinand Magellan and Ruy López de Villalobos had taken foot in 1521 and 1543. Velasco dies in 1564. With his death, one discovers that rather than to grow rich at its station, it was involved in debt in order to help the poor and the Indians, it was liked by the people which had called it father of News-Spain . It is Gastón de Peralta which takes its succession as Vice-roi.
