From the point of view of the conference of Cancun, the the least advanced Pays (LDC) met in Dhaka, with the Bangladesh. Having examined the results of the 4th ministerial conference of the World Trade organization (OMC) in Doha, in 2001, having examined the state of the negociations entered into following this conference, they adopted, on June 2nd, a “Declaration of Dhaka” which constitutes their position for the conference of Cancun.
The the least advanced countries expressed their concern in front of the incapacity of OMC to respect the expiries envisaged in the program of negotiations stopped in Doha, in particular those which milked with the files which must give contents to dimension “development” of this program (Programme of Doha for the development). They said their disappointment in front of the little of good progresses with regard to the commitments entered into in their connection at the time of the conferences of Marrakech (1994), Singapore (1996), Geneva (1998).
Lastly, after seeing indicated their concern in front of the failure of the implementation of the “Declaration of Doha on the intellectual property rights and the public health”, the the least advanced countries noted the absence of progress as regards relative tendencies to the special and differentiated treatment which must take into account their specificities.
