Sevran is a common French, located in the department Seine-Saint-Denis (in the past Seine-et-Oise) and the area Île-de-France. Formerly small village of the flat of France, the common one experienced a spectacular development during the Années 1960 and 1970 making quadruple its population in less than forty years. The city shelters on part of its territory the forest park of the national Poudrerie of Sevran-Livry.

Its inhabitants is called Sevranais (its).

Geography

Sevran is located at 18 kilometers in the North-East of Paris, in the very urbanized southernmost part Plaine of France. The commune was built on banks of the Morée, small river mainly channeled today and underground.

A cycle Track has been arranged for a few years: the track of Ourcq, crossing the city, five tracks communal, two inter-commune tracks (built in 2004), a departmental line of the parks, and three departmental tracks .

Flora

The Flore appeared 9000 years ago. Specimens of the postglacial period are still present in the park of the Poudrerie of Sevran. About the period Atlantique (7000 years) the Climat hot and wet allows the proliferation of oak groves. About the period the sub-Atlantic (800 years before J.C.), the moderate climate allows the growth of the Hêtre and the Charme.

Climate

The Climat of Sevran oceanic to continental tendency, is disturbed by relatively dry periods in August and July:

The winds generally come from south-west and west. Speed is on average of 4 m/s. The winds more the violent ones are in winter and in spring. Maximum speed is of 30 m/s.

Districts

The city is made up of nine districts:
  • Beaudottes : the origin of its name comes to the first farmer and owner from the grounds, Jean Beaudot at the 16th century. The district of Beaudottes gathers four sectors today corresponding to the small islands of dwellings: Savigny (1957 - 1960), Old Beaudottes (1972 - 1973), the sector of the Welsh college and the News Beaudottes (1982 - 1992). The district has a station of the line B of the RER (Sevran-Beaudottes) and public equipment such as the Marcel-Paul social center, or commercial, like Beau Sevran. Today, 10.528 Sevranais live in Beaudottes.

  • Montceleux/Bridge-White : the district gathers four sectors: Montceleux, Maples, Bridge-White (quoted high) and Bridge-White (quoted low). Rich person of 3000 residences, the zone is classified in sector “Great project of City” become “Operation of Urban renewal today”. 7529 inhabitants live in this district.

  • Fine sands : the district, primarily suburban, is located at the north of the park of the Powder mill. It developed with the beginning of the Années 1980 and counts 3407 inhabitants today.

  • Freinville : this suburban district, located at the south-west of the commune, knew as of the end of the 19th century a fast urbanization thanks to the installation of the company of brakes Westinghouse in 1891. The district counts 2217 inhabitants today.

  • the Clover : the district is located at the south of the city, it constitutes the first suburban sector of Sevran built at the 19th century and the beginning of the 20th century. It developed thanks to the line of Railroad Paris Soissons and the installation of the company Kodak in 1925. 5410 inhabitants live with Clover.

  • Rougemont : the name of the district comes from the old farm which occupied the site formerly. Between 1960 and 1974, 2000 residences were built as well as equipment like the hospital Rene-Low wall. The district counts 7071 inhabitants. The college Paul-Painlevé borders the Rougemont district.

  • Primulas/Savigny : the district, suburban, is located at the North-West of the city and gathers 4347 inhabitants. Its development starts in the Années 1930 and continues after the Second world war.

  • Downtown area : the district is the core of Sevran. It is characterized by its old frame and some public equipment: post, Treasury, the town hall and the market. Real estate transactions made it possible to accommodate new inhabitants of which the number today amount to 2836.

  • Perrin : this district borders the channel. It mixes old houses dating from the beginning of the 20th century and joint ownerships which are visible downtown area. The district counts 3718 inhabitants today.

History

Etymology

Before the 7th century, Sevran appears under name Ceb.randa or Caput Arantae (by hypothetical restitutions). It is during the 7th century that the written mention of the village Ciperente or Ceperente appears, in the will of Ermentrude lady, then landowner of the area. Then at the 8th century, Ceverent appears. Documents make it possible to follow the etymological evolution: in 1089 Ceverencus / Ceverenco , in 1168 Ceverents , in 1237 Ceverent , in 1243 Cevran or Cevrent , Cevren and Sevran . At the end of the 18th century, two names remain: Cevran and Sevran . At the end of the 19th century and at the beginning of the 20th century, Sévran appears which changes in Sevran at the 20th century.

The Middle Ages at our days

The monks of Saint-Martin-of-Fields settle in Sevran in 1060. Towards 1083, the stronghold is the seigniory of Hughes de Dammartin, vassal of the bishop of Paris. The field is then yielded to Saint Martin's day which will hold to with it however only the seigniory and justice.

The village living of the cereal culture knows a certain economic prosperity. Thus towards 1563, the monks grant a right of pasture to all the inhabitants of the village. But with, of bad harvests periods of food shortage cause.

In 1569, Saint-Martin-of-Fields resells the seigniory of Sevran with Charles Maheut, notary of the king. The existence of the stronghold of Baudotte is attested in 1577 at the time of its sale by the priory of Saint Nicolas's Day d' Acy of Senlis (which depends on Saint-Martin-of-Fields) in Jean Josselin and Charles Maheut. With died of this last in 1587, its goods are divided between his/her two children, Valère and Michel; thus into 1601, the stronghold of Baudotte is divided into two, so that one will mention from now on “Baudottes”. Part of the stronghold is attached to the stronghold of Fossée in 1608; the other part, on the other hand, continues to raise directly of the seigniory of Sevran.

At the 17th century, holy Vincent of Paul remains several years at the village. In 1643, the castle of Sevran is set up in stronghold.

The French revolution does not cause any major change in the village. In 1802, with a decree of the 29 Floréal Year X Napoleon Bonaparte, then First consul, requires the opening of the Canal of Ourcq, which will be carried out in 1822.

At the 19th century, the construction of the Canal of Ourcq then railroad change the aspect of the landscape of the commune. With the accesses of these two axes, many companies settled, offering work to the inhabitants: the national Powder mill of Sevran-Livry (1873), Westinghouse (1891) and Kodak (1925). The war of 1870 was more the devastator for Sevran. The city was deserted by its inhabitants: only three of them remained and eights returned out of the 360 which the commune counted. Wood were shaved, the completely destroyed city.

At the time of the Second world war, the city sheltered many resistant in particular Alfred Victor Levy, André Bellamy, François Créno, Gaston Bussière (former mayor of the city). All were shot. After the German rout, Sevran obtained its freedom by blood: several shells burst in the city, and made many victims. The August 28th 1944, the center of Sevran was released by the American troops.

Starting from the Years 1950, the north of the commune knows a strong urbanization. The fields disappear gradually. In the Years 1970, the commune encourages the installation of retail park and industrial, like Beau Sevran and the zone of Irene-and-Joliot-Curie activity.

Today, the municipality gives a priority to the SME and SME, more profitable for the commune and supporting a certain economic stability.

The weapons of Sevran take again for the principal part the weapons of the Sanguin family (whose certain members were lords of Livry-Gargan and Sevran) and adds to it as a chief, those of the family of Orleans, which succeeded the Sanguin family, to the head of the seigniory of the ville.

Sevran counts 23.150 men and 23.879 women. 61% of Sevranais have less than 40 years. Age-grouping distribution (census of 1999)

Immigration

the Middle Ages until the 19th century, immigration is almost null. It at the 20th century, that the shifts in population intensify, is caused by the new wars, transport, the seasonal demand for labor,… Sevran then accommodates a strong Armenian community, exiled after the genocide of 1915. Moreover in 1950, is created Cross-Blue Armenian. In the same way, the Italian community is integrated easily years 1930 into the years 1950, and is established in all the department of Seine-et-Oise and in particular with Livry-Gargan and Sevran. The third community to take seat in the commune is represented by the Poles, come to find a future better, at the end of the Second world war.

The commune is adherent with the Intercommunity association of studies and installation of the Plain of France and Aulnoye (SEAPFA).

The Municipal council

The Municipal council is composed of 43 city council men (of which 12 are associated with the deputy mayor and 6 city council men), proportionally with the number of inhabitants.

The Municipal council of young people was created in 1996. He is composed children of nine to thirteen years elected by other children. The elections are organized in the classes of CE2, CM1, CM2 and 6 {{E}} of the city. The purpose of it is to support the implication of the young people in the commune and to enable them to exchange ideas and to develop projects. The latter are voted during official sessions chaired by the mayor of Sevran.

Since March 2002, seven councils of district were created in Sevran: Beaudottes; Montceleux/Bridge-White; Primulas/Savigny; Southern district; Fine sands; Downtown area/Perrin; Rougemont/Charcot.Ce are work groups, animated by committees, which engage and animate reflections and proposals on important matters concerning the future of the district, and of the city.

Budget and taxation

With a rate of tax of dwelling of 21,84% in 2006, the tax pressure for the private individuals with Sevran is among highest of the department. This rate increased by 1,52% since 2001. The departmental rate of the Seine-Saint-Denis was fixed the same year at 7,15% of the rental value. As comparison, this communal rate was in the communes bordering (possible inter-commune share included) on 15,66% with Livry-Gargan, 16,39% with Aulnay-sous-Bois, or 16,96% with Villepinte.

Safety

The rate of criminality of the district of police force of Aulnay-sous-Bois on which Sevran depends is of 89,16 acts for 1000 inhabitants (crimes and offenses, figures 2005), with a rate of resolution of the businesses by the police services of 22,43%, which is higher than the national average (83/1000), but lower at the average level of the department of the Seine-Saint-Denis: 95,67/1000.

Economy

During the Years 1970 and 1980, the commune owes its economic advancement with the already old establishment of two important industries: the laboratories Kodak and Westinghouse (automobile and railway braking). But these two companies close their doors in the Années 1990. Today, the city finds its economic advancement thanks to the park of Bernard-Vergnaud activities which accommodates many companies. In the same way, the district of Beaudottes and its BeauSevran shopping mall (with a hypermarket and an commercial arcade of 22.000 m ²) are a great source of activities.

In the year 2000, the city counted 800 establishments on its territory, primarily of the small and medium-size companies. It should be said that Sevran offers certain advantages to the companies which decide to be established in the districts such as White Pont, classified Rougemont and Beaudottes Zone of urban relaunching (ZRU): exemption of professional tax and corporation taxes during five years, of employer costs over one year.

Employment

The active population of Sevran rises with 22.561 people, that is to say 62,2% of the population. 13,3% are with unemployment.

A Pole Formation Employment (PEF) moved into the zone of Bernard-Vergnaud activities. It gathers socio-economic partners: the inter-commune local mission, the service RMI, association Competences Employment, an agency ANPE. The principal agency of ANPE is at Livry-Gargan, and that of the Assedic to Tremblay-in-France and the Labor market is located at Bobigny.

The common offer several possibilities of formations for the researchers of employment. Thus various establishments were created to assist them in their research. Monuments and places of visit

the town hall is indissociable first public school. It sheltered many personalities. Alfred Nobel, after being itself installed in Paris in 1873 in a private mansion of the Which occurred of Malakoff, seeks a place to install a laboratory close to Paris. the tree of Freedom (street Lucien-Sampaix) is a plane tree planted in 1790 at the time of the commemorative ceremonies of the Révolution. Nowadays, the tree reaches a 29 meters height.

the church Holy-Elisabeth de Freinville (gone Henri IV), was high in 1912 stone Meulière. To read in Sevran : in October, libraries of the common offer of the exposures, the spectacles, the meetings and the workshops around the topic of Time.

Festival of the Waked up Dreamers : from January 20th to February 10th 2007, the common one sheltered the 16th edition of the Festival of the Waked up Dreamers, go artistic (dance, theater, cinema, exposures…) for the children from 3 to 6 years.

Telethon : For a few years, at the beginning of December, the city has taken an active part in Telethon, offering a program festive and varied to collect the maximum of funds for research: secondhand trade, animations, market, attractions, the dancing…

artistic Meetings : they are organized by the music school and of dance from March 14th to April 1st, 2007, and make it possible to discover the music, its training, the instruments, the musical currents…

Notebooks of voyages : each year, the common offer of the meetings, film projections, a musical program on a precise country. In 2007, from May 9th to 16th, the fourth edition proposes a virtual voyage to Cuba.

Conferences : the general advice of Seine-Saint-Denis joins Sevran to propose meetings around the contemporary art. These meetings and conferences take place each month, with François-Mauriac space.

Teaching

In the 16th century, a lord named Charles Maheut is interested in the instruction of the children. He places in the commune a Master teacher. One century later, the Flexelles abbot installs and directs an appendix of the Small schools of Port-Royal, in the stronghold of Fourchelle of 1656 with 1660. The commune accommodates Masters Jansenists, Claude Lancelot (1615 - 1695) already educational with Port-Royal in 1638, or Pierre Nicole (1625 - 1695). The 18th century, many schoolmasters follow one another until the French revolution.

In the Year XII of the Empire, Sevran is temporarily without school. It is necessary to await 1809 the return of Louis-Nicolas Dardelle, so that the school is reopened. But the commune ignores completely the fate of the teachers who are remunerated by the parents of pupils. The introduction of an primary school education, layman and free by Jules Ferry the June 16th 1881, at all does not change the practices of Sevranais which have educated their children for already a few centuries.

The 20th century sees the separation of the Église and the State. The July 12th 1902, it common farm the school of the Sisters of Alençon installed since 1861. 1930 should be awaited so that a new school is built in Sevran, which will involve the creation of other schools with the passing of years.

Youth

At the beginning of December 2006, the Point of Information Youth (PIJ) opened in downtown area (avenue of the de Gaulle General). He aims to support the 16-25 years in their various projects or steps: to constitute an association, to choose a vocational guidance, to draw up a humane project, to write of the CV, to seek in-company trainings. This space is financed by CIF and the commune.

The Edmond-Michelet social center offers as for him, a space of life and exchanges, educational activities, and cultural events, in particular during school vacations. In addition, each district offers a service youth, with various activities: board games, exits, cultural activity(AP)s managed by organizers.

Sport

Sevranais can practice twenty-five sports: the Martial arts, the Athletics, the Basketball, the Cycling, the Dance, the horsemanship, the Climbing, the Football, the Golf, the Gymnastic , the Handball, the Musculation, the Swimming, the fishing, the Game of bowls, the Plunged underwater, the Excursion, the Roller, the Tai-chi-chuan, the Tennis, the Table tennis, the Shooting with the arc, the Trampoline , the Volley ball, and the Yoga.

To practice these various sports, the municipality places various sports complexes at the disposal of the inhabitants: the city of the sports and the council school of the sports (street Gabriel-Perished), five gymnasia and two stages multisports. Moreover, many sports associations thus were born.

Health

Sevran is equipped with a municipal center of health (CMS), a center médico-psychological, centers of Dépistage, centers of Maternal protection and infantile (SME), a center of Radiologie, and a Family planning located in downtown area. The city gathers forty Médecin S general practitioners and about fifty specialized doctors (very often gathered as doctor's offices), medical auxiliary , and Infirmier S for home care. The common offer also a homnibus (medico-social space), allowing to give care to people far away from the downtown area and stripped. In addition, of many hearths (hearth-restaurants, hearth-residences) were open these last years to accommodate the elderly.

The city is attached to CHU Jean Verdier with Bondy, to CH Robert Ballanger with Villepinte, and to the hospital of Gérontologie Rene Low wall-Bigottini.

In November 2002, municipal commission “Handicap” or “How to better accommodate the handicapped people in the city? ” was created by the municipality. This commission allowed to found an assistance with displacements, services and specialized assistances, an access simplified to specialized establishments.
