Seveso Directive

The directive known as Seveso is an European directive which forces the states to identify the sites at the risks. This directive going back to 1982 evolved/moved during time: the current framework of this action is henceforth the directive 96/82/CE concerning the control of the dangers related to the major accidents implying of dangerous substances called directing SEVESO 2 which replaces the SEVESO directive starting from February 3rd, 1999.

This directive is named thus according to the Catastrophe of Seveso which took place in 1976 and which encouraged the European states to obtain a common policy as regards prevention of the major industrial risks.

Provisions of the directive

  • census of the establishments at the risks (with identifications of dangerous substances)
  • realization of studies of danger to identify all the possible scenarios of accident, to evaluate their consequences and to set up means of prevention
  • installation for the establishments at the risks of a prevention plan and an emergency plan.
  • co-operation between owners to limit the effect domino
  • Control of the urbanization around the sites
  • information of the residents
  • installation of competent authority for the inspection of the sites at the risks

It should be noted that military establishments and the dangers related to the ionizing rays are not concerned with this directive.

In France, the control of the sites at the risks is ensured by the inspectors of DRIRE.

Transcription in France

It modified the decree n°77-1133 of September 21st, 1977 and the decree of nomenclature of the installations classified for environmental protection. A ministerial decree of the modified May 10th, 2000 then supplemented the device.

One thus also names the classified production sites at the risks in Europe (1 249 only in France), of which
  • the Factory AZF of Toulouse which exploded in 2001.
  • the Refinery of Feyzin (catastrophe in 1966)
