Serge Vinçon is a Politician French, member of the group UMP, born the June 17th 1949. Professor of college of profession, it was elected senator of the Cher the September 24th 1989 and was re-elected the September 27th 1998. He is president of the commission of Defense and the Foreign affairs since 2002
