Serb police force
History
At the 14th century, under the dynasty of the Nemanjić, the police officers, are the guarantors of public safety, and patrol mainly on the roads to preserve the travellers of the gangsters. They then are equipped in black and are armed with arcs and swords.In 1804, the appearance of public safety is made as of the beginnings of the First Serb revolt (1804-1813). April 2nd the assembly delegates the administration of police force to the Voïvode S or to the local administrators. In 1807, a regular police force is created with Belgrade and in other cities. She is composed of a director of the police force of city (“Policajmajstor”), directors of districts (“policaj-kvartaj-majstor”), assistants with the director (“liktor”), clerks and of “pandours” in uniform.
January 14th, 1811, following a reform of the State, the police force is placed under the control of the Minister of Interior Department, at the time, Jakov Nenadović.
In 1815 Miloš Ier Obrenović decides to reorganize the pandours and organizes it customs.
In 1828 the police force and its direction are placed under the control of the Large Popular Court which determines the function of it on January 13rd, 1828.
In 1830 the rank of “Buljukbasa is created”, which directs 22 police officers. In Belgrade, it is then the poet Sima Milutinovic-Sarajlija who is named with this function. Starting from April 25th, 1831, the police force depends directly on Miloš Ier Obrenović, and its autonomy will be ensured until 1990.
