The Euromil Semi-38 is a Russian helicopter produced by Kazan Helicopter and the research department MILLET. The company Euromil was especially created with an aim of developing, of producing and of marketing this apparatus which must succeed the models Semi-8 and Semi-17.

The cabin, primarily made out of composite materials is larger than on the helicopters predecessors. The aircraft is equipped with a rotor with 6 blades. Its motorization was to be assured at the beginning by two engines Klimov TV7-117V. Meanwhile a contract was concluded with Pratt & Whitney Canada for the supply from engines Pratt & Whitney PW127 equipped with Fadec. It will have in more one instrumentation cockpit (EFIS) modern. The nose gear is not retractable.

Its development was launched in 1987. In 1989, a first model was exposed to the international fair of Le Bourget and in 1993 the production of two prototypes started in Kasan. Their first flight was first of all designed to take place in 1995 but it was always pushed back for financial reasons. It finally took place on December 22nd, 2003. IT should be certified according to the payments FAR-29/JAR-29. In May 2006, the group Thalès was indicated as supplier of the Avionique. The first apparatus should be delivered in 2008.
