Sejm
The Sejm is the name Polish of the Polish Diète (Parlement, Lower House).
Before the 20th century, in the Union of Poland-Lithuania (1567 - 1795), this term recovered the two rooms of the Polish Diet, which included/understood a Lower House then, the House of Commons of the Noblesse, a Upper House, the Sénat as well as the King. The Diet was joined together only on the invitation of the sovereign and to deliver his opinion to the measures to him which he wanted to take. It had the right to elect the king of Poland; it then took the title of diet of election. Its decisions were to be taken unanimously. The diets were held in full field, with Wola close to Warsaw; all the members attended horse to with it.
Since IIe Republic (1918-1939), the term refers only to the Lower House, the other being the Polish Senate.
Since the fall of the Communism, and the transformation of the Popular republic of Poland in modern Poland, Sejm includes/understands 460 Député S, elected officials with the Proportionnelle every four years (last elections in September 2005). The seats are distributed in a series of electoral constituencies cash between 7 and 19 deputies.
The parties must obtain 5 % of the votes (8 % for the coalitions) to be able to be represented at the Parliament. The parties representing of the ethnic minorities are not concerned with this Quorum, which explains why the electoral Comité of the German minority could obtain 2 seats by obtaining that 0,3 % of the seats.
