Under the Old Mode, the Secretary of State of the Foreign affairs is the adviser of the king about the foreign relations between France and the other States and person in charge of the department of the Foreign affairs.It was often created Minister of state at the time of his taking up the duties since the Council of In-high treated mainly diplomacy.
