Person in charge of the US Navy. Depends since creation on the Department of Defense on the Secrétaire to Defense.
In France
In France, it is Louis XIV which created this station. Anxious to develop the navy, the March 7th 1669, it creates the title of Secretary of State to the Navy and names officially Colbert like first holder of the station. Consequently, Colbert and its son will mobilize human, financial and logistic resources without precedent which allowed, practically ex nihilo , to make France a naval military power of first rank.
The objective laid down by Colbert was to reach a fleet of 120 vessels with which 72 will be equipped with at least 50 guns. With its death in 1683, the Royale counted 117 vessels, 1.200 officers and 53.000 sailors. Of 1661 with died of Louis XIV in 1715, 381 vessels and frigates were built.
