Secrecy of State
The secret of State , as its more recent form which is the Secret industrialist , consists in not revealing information which will get a competitive Avantage or policy if they remain secret. It is about a generalization of the secret soldier who always surrounded the strategic operations.
Paul Valéry mentions that the secrecy of State is inevitable in a modern democracy, like the Secret industrialist in an advanced technology industry, but announces its Perverse effect at once: how the Citoyen, or the shareholder, can exert to be able to them sovereign if part of the operations which determine and justify perhaps last choices remain to them inaccessible?
