The second district of Isere is delimited by the electoral Découpage of the law n°86-1197 of the November 24th 1986 , it gathers the following administrative divisions: Cantons of Echirolles East, Echirolles Western, Eybens, Saint-Martin-in Hères North, Saint-Martin-Southern Hères, Vizille.

According to the general Census of the population in 1999, carried out by the National institute of the Statistics and Economic studies (INSEE), the population of this district is estimated at 117442 habitants^, .
