The Second Government of New Caledonia since the Agreements of Noumea, or first government Frogier , was elected the April 3rd 2001 by the Congrès following the resignation of the preceding government the March 19th, the president of this last, Jean Lèques, having resigned due to office plurality of mandate after its re-election with the town hall of Noumea. The government met for the first time the April 5th 2001, meeting during which the president and the vice-president are elected and the sectors of competence were allotted. It is composed of 11 members.

resignations and nominations

  • October 1st 2001: cancellation by the Council of State of the election like member of the government of Aukusitino Manuohalalo (FLNKS) with the profit of Raphaël Mapou (FCCI, seventh on list RPCR-FCCI). The resignation of Mr. Manuohalalo takes effect the October 16th and the entry according to Mr. Mapou the October 17th which deals with the sector of Social protection and the Santé.
  • October 31st 2001: resignation of Rock'n'roll Wamytan to protest against the invalidation of the election of Mr. Manuohalalo. This last, which is following it on the list of the FLNKS-UNI, thus returns in fact to the government the November 6th and finds its portefeuil Social protection and Santé. The sector of Mr. Wamytan, the usual Businesses, the Relations with the usual Senate and the Councils usual, go to Mr. Mapou the November 8th.
  • July 29th 2002: resignation of Raphaël Mapou, increasingly critical as for the partnership of FCCI with RPCR. Its following of list, the RPCR France Debien, resigns immediately to continue to exert its functions with the Congress. It is thus Corinne Fuluhea, it also RPCR, which returns to the government.
  • August 2nd 2002: resignation of François Horhant for personal reasons. Its following of list RPCR, Natural Georges, succeeds to him.

rehandling of August 9th, 2002

Continuation in particular with the nomination of Corinne Fuluhea to replace Raphaël Mapou, and this one, not being Mélanésienne, not being able to deal with the vacant sector left by this last (usual Businesses), a rehandling of the government takes place the August 9th 2002.

The Union calédonienne, and its new president, Pascal Naouna (representative of a hard line and which replaced in November 2001 moderate the Rock Wamytan), thus wanting to protest against the " failure of the collégialité".
