The scrap electrical equipment and electronic ( DEEE , D3E or PEEVF - electronic product at the end of the lifetime - in English in Waste Electronic and Electrical Equipment in WEEE ) are a category of Déchet S defined by the European regulation (Directive 2002/96/CE) like “the equipment functioning thanks to electric currents or with electromagnetic fields, as well as the equipment of production, transfer and measurement of these currents and fields, designed to be used with a tension not exceeding 1000 volts in alternative course and 1500 volts” in categories specified by decree (in France, 2005-829 of July 20th, 2005).

In Europe, this Directive aims at making compulsory the valorization of the DEEE and to found the principle of the responsibility for the producer. The recycleries offer one second life to certain materials which are repaired and cleaned before being given on sale at less low prices, which makes it possible still to reduce the ecological Empreinte of the users and the materials, which remains however high being given the quantities of water resources and metals and transport mobilized by the design, manufacture, transport, the use and the recycling of the electronic objects.

List apparatuses concerned with the Directive 2002/96/CE

  1. Large domestic apparatuses;

  2. domestic Small apparatuses;
  3. Data-processing equipment and of telecommunications;
  4. Material general public;
  5. Matériel of lighting (except for the equipments lighting domestic and bulbs with filament, to which apply nevertheless articles 4 and 5 of the decree n° 2005-829 of July 20th, 2005);
  6. electric and electronic Tools (except for the large fixed industrial tools);
  7. Toys, equipment of leisure and sport;
  8. medical Devices (except for all the established or infected products);
  9. Instruments of monitoring and control;
  10. Vending machines.

the military material is not concerned with the Directive 2002/96/CE.

According to the decree n°2002-540 of April 18th, 2002, the code of a DEEE starts with 16 02 or 20 01.

Calendar and actors of recycling

Recycling began on November 15th, 2006. The Récylum company should deal with the material of lighting. The Ecologic companies, Ecosystems and European Recycling Platform (ERP) would take care of other waste.

The consumers will contribute to the process by paying a éco-participation or éco-tax, included/understood in the purchase price of the new equipment. This participation goes from 0,10 € to 13,00 €.
