Scouts and Guides of France
The catholic association of the Scouts and Guides of France ( SGdF ) is the greatest association of Scoutisme of France (it counts approximately: 65000 members). It is member of the Fédération of French scouting.
Organization
The General meeting of Association is made up representatives elected by each local and territorial establishment.
She is directed by:
- President: Guillaume Légaut.
- Acting general: Claude Morael.

The association of Scouts and Guides of France structure in the following way:
- a group of young people (generally between 15 and 30, sometimes less, seldom more), of the same age bracket (6-8 years, 8-11 years, 11-14 years, 14-17 years or 17-20 years), and framed by the same persons in charge (same chiefs and den mothers) or the parents of the children for certain groups 6-8 years called Sarabands, is called unit . This unit is under the responsibility of a " head of unit.
- Several units (of same age brackets or not) form a group, under the responsibility of a " Person in charge of groupe" (or several Persons in charge of group, it is sometimes about a couple), in load of the whole of the units (all age brackets confused) of the group. An ideal group gathers the whole of the age brackets (6-8 years, 8-12 years, 12-15 years, 15-18 years, 18-21 years). For the largest groups, there can be several units of each age bracket. A " group typically is found; local" by commune but if there are many young people on the same commune (or the same district), it is not rare to find several groups there!
- the whole of the groups of the same place forms a territory (gathering per hour of the creation of these subdivisions approximately 1000 scouts and guides by territory, all age brackets confused). Certain territories (Western Paris, Paris Are, Odéo and Badéo (Northern Hauts de Seine and Hauts de Seine South), Raising Lyon) are extended little and can correspond to a department, even half of a department. Others (Midday-Pyrénée,) are extended much and can gather two or three departments (territories of " provinces" , with one weak density). These territories are managed by a territorial team, composed of a teaching pole, a pole development and an administrative and financial pole. The territories are coordinated by a territorial delegate. A chaplain is also member of the team. Moreover one deputy Companions - Young people Walks from there associates with it, elected not the Companions and the JEM and belonging to this age bracket.
These territories are supported by 8 resource centres (Western, North-western, Northern Is, Is, the Mediterranean, South-west, Ile de France and Overseas World) and by 8 inter-territorial poles of Formation.
- Lastly, the various territories are with the load of the national structure, in which one finds same cutting: pole pedagogy formation activity; pole development and administrative and financial pole, coordinated by the acting general, named by the Board of directors, in load of the whole of the age brackets of the whole of the territories, i.e., of the whole of the movement; national delegates shoulder it in this task.
History
beginnings of scouting, Scouts de France, and the Guides of France

Before 1907: Lord Baden Powell, then in colony of the Kingdom of England realizes, while working with young people, that certain principles and trainings can be brought by simple things. The scouts which use then the colonial army are for him a release, while returning in metropolis it decides to put in practice its ideas, then innovative. (scout: scout)
- 1907: Baden-Powell takes along to camp a score of young people on the island of Brownsea, off England. This experiment is regarded as founder of scouting and the 1er camp scout. The revolutionary idea of Baden-Powell is to base her pedagogy on the responsibilisation of the young people, confidence towards them, the play.
- 1910: Foundation of the Girl Guides in England, which gathers 6.000 girls then. Separated from the movement of the Servant boy Scouts, it has same the broad outlines of them, with like teaching objective the development of the character and the intelligence, the address and the physical skill, the spirit and friendship, physical health and hygiene. When this femininist movement is officially recognized by the government in 1915, it will count 38.000 adherent young people then.
- 1911: Appearance in France of the Girl guides Scouts of France (then only for boys thus EDF). Nondenominational, this movement however is recognized and encouraged by Baden-Powell.
- 1920 (July 5th): Foundation of the Scouts de France by the Father Jacques Sevin, the Canon Cornet, Paul Coze and Edouard de Macedo, following success in the United Kingdom of the movement rested by Lord Baden-Powell. Scouts de France - catholic movement as of their creation then federate the units scoutes which had been created spontaneously in France. They are not opened to the girls.
- 1922: Just as of the scouts groups had been created spontaneously in France in the years 1910, of the bunches attached to parishes or patronages are formed that spontaneously and there and apply the methods of scouting. These attempts, which take place without common reflections then, are snuff in hand and supervised by Mrs Duhamel.
- 1923 (May 26th): the name " Guides of France" is deposited with the prefecture of the Seine and registered voter like subsidiary company of Scouts de France. The guides keep nevertheless their independence and are a movement with whole share.
- 1923 (June): The association of the Guides of France is officially founded, with a management committee and an head office installed with 76 rue des Saints-Pères in VIIe district. The General Chaplain of Scouts de France, the canon Cornet, becomes the General Chaplain about it. The Dubois Cardinal receives the promise of Mrs Duhamel on June 16th, 1923, and the badge of the guides gives to him.
- February 22nd, 1923: go back symbolic system from the birthdays to Robert and Olave Baden-Powell, the first group (or " compagnie") from Guide of France is born with patronage from Montcalm, under the crook of Helene Depaux-Dumesnil. This company will be the " 1ere Paris". The tradition will want that each company of Guides takes, in addition to the name of its parish, the figure corresponding to its row of creation and the name of its city. (For example: " Company of the Guides of France of Notre-Dame de Compassion, 2nde Paris")
the Second world war. Birth of French Scouting

1940-1945 - Second world war :
- 1940 (24, September 25th, 26th and th): Birth of the French Scouting. The movements of scouting meet in Oradou, close to Clermont-Ferrand, and create the " Charter of Oradou" , which federates female associations and male, but respects the identity of each one. At the conclusion of the war, one counts either three, but four million scouts throughout the world. The Guides of France, as for them, are 52.000.
the recovery and deep teaching reforms

1947 : Scouts de France, as well as French Scouting, organize and take part in the 6ème world Jamboree in Moisson. It is the first time since the war which a German delegation comes officially to France.
- From 1964: Following the second Council of the Vatican and evolution of the teaching reflections in the company, the movement of Scouts de France " modernize" gradually: the behaviors become more coloured (yellow/blue/red/green according to the age brackets), the discipline is softened and pedagogy is adapted. The branch " Eclaireurs" (12-17 years) is divided into two age brackets " Rangers" (12-14 years, which will take again the name of " later; scouts"), out of blue shirts; and " Pionniers" (14-18 years), out of red shirts. But the movement preserves the separation of the female and male branches. The evolution is deep. It introduces in particular democratic practices into a model very arranged hierarchically that its detractors described as militarist. This evolution however will be judged too much progressist, even " communiste" , by a more traditional large fraction. Indeed, at the time, the Communist youths wore also a red shirt and were called also " pionniers".
- 1971: In front of the difficulty in preserving traditional pedagogy while remaining integrated into the movements Scouts de France and Guide of France, a first great schism appears, giving birth to the Scouts Unitaires of France (SUF), movement not integrated in the Fédération of French Scouting, and not profiting from the recognition of the Worldwide organization of Scouting. The SUF however will be recognized by the Church and counsel by the ministry for youth and the sports. Other groups still remained without association and in vase they were recognized then neither by WHO, nor by the State.
Of the first attempts at Scouts bringings together/Guides with fusion

1976 : The Scouts de France and the Guides of France approach and create a common work group, called " the team of coordination scouts/guides" , to study the following files: " inter-éducation" , the animation of the units (groups) at the local level, and the creation of a common elder branch. However, the two movements do not manage to agree on the degree of sovereignty that each one is ready to give up. Scouts, superiors of number, wish a fusion. The Guides of France support the creation of a confederation. They indeed fear the disappearance of the identity of the Guides to the profit of Scouts, which is unacceptable for them after one century of fight for female autonomy.
- 1981: During one decade, Scouts de France and Guides of France will seek to link itself. But unable to agree, a painful rupture is started between the two movements.
- 1982: Following the failure of the bringing together Scouts/Guides, Scouts de France vote the Coéducation at the time of the General meeting, competing with thus directly the Guides of France, which causes many crises at the local level. The Guides of France which preach the co-responsibility man woman in the respect of the differences decide to continue to accommodate only girls in their units, except the 6-8 years, the 17-21 years, and certain specific proposals, like the units sun, intended for the young people resulting from immigration, the framing being mixed.
- 2003 (AG of Scouts de France with Jambville, then that of the Guides from France to Lyon) is decided by 91% at Scouts de France and 85,5% at the Guides of France the processes of bringing together of the two movements by the creation of a new movement: Scouts and Guides of France. The year 2003-2004 will be made profitable to carry out the evaluations of the two movements, to study the best legal assemblies allowing the creation of the new movement, and the work methods on the teaching contents of the future movement

2004 (May 29th, 30th and 31st): At the time of the simultaneous general meetings of Scouts de France and Guides of France with Doors on May 29th, fusion between the two movements is voted: The Association of Scouts de France is dissolved and the Guides of France become " Scouts and Guides of France" by accommodating the inheritance and the members of Scouts de France. It will be noted that contrary to other movements (such as the Guides and Scouts d' Europe, the word order is " Scouts and Guides" and not " Guides and Scouts" , and it to answer a will of the Guides - always in optics not to be made " absorber" by Scouts, superiors of number to preserve the expression " Guides of France" in order to limit the risks of d'" oubli" word " Guides" (and thus, to limit the risks to become " Scouts de France"). The following day is held the first common General meeting Scouts de France and Guides of France, which will vote the statutes of association and will define some technical points (such as the site of the head office) and technico-teaching (inter alia, the color of the shirt of the executives, then green linked at Scouts de France and striped green/white at the Guides of France), and starts a teaching reform on 3 to 4 years.
- 2004 (September 1st): Application of the decision of the Standard general meetings and Extraordinary of the May 29th, 30th and 31st. There exists nothing any more but only one association then: " Scouts and Guides of France"
Pedagogy
Age brackets and branches
Heritage of the reforms of 1964 at the Scouts de France and the Guides of France, the pedagogy of SGdF comprises five phases of âge : 6-8 years, 8-12 years, 11-15 years, 14-18 years and 17-21 years.
With each age bracket correspond several " branches" , inherited the Scouts de France (SdF) and the Guides of France (GDF) (a project of unification is however in hand). One finds in the branches and current age brackets the old operation of the guides of dimensioned and scouts of the other.
- 6-8 years:
- the Farandoles , for boys and girls. Out of shirt white, they are framed by chiefs and den mothers .
- the Sarabands , also intended to the boys and to the girls, without specific behavior. The framing is ensured by the parents and not by chiefs.

The units " guides" (Sleeve-boards, guides, caravels) are reserved to the girls, (Except the JEM and the Farandoles). The units " scouts" (wolf cubs, scouts and foams, pioneers and sailors, companions) can be mixed or homogeneous.

The Wolf cubs, Willow them
Old from 7 to approximately 11 years, the wolf cubs and willow are recognizable with their yellow shirt. The whole of the unit is called a pack , and this pack is subdivided in sizaines from 5 to 7 wolf cubs (in the beginning, and ideally, 6 wolf cubs. From where the name of " sizaine") Each sizaine is " représentée" by a sizenier (or " sizainier"), a older wolf cub, with the experiment of the life in pack, and charged to accommodate, help and accompany young people, in particular the new entrants. However, its role is not that of a chief and is much lighter than than one could require of older young people. One asks the wolf cubs to make " of their mieux" to progress in the unit. The name of " louveteau" and of " meute" comes from Vera Barclay, which had been charged by Baden-Powell with finding a pedagogy adapted to young people. Vera Barclay retained the book of the jungle (of Rudyard Kipling) like imaginary basic. Although there still remains some fundamental, of which mainly the teaching vocabulary such as " chasse" , " piste" or " territoire" or the characters of Baloo and Bagheera, the imaginary one of the jungle is also dominating only it could the being in the past. Thus, the jungle is not any more the imaginary constant one of the year and of all the louvetism, but, each year or quarter, imaginary different (called the drives out) is chosen by the pack. After their promise, the wolf cubs progress while crossing territories That of Baloo (the bear buddy with everyone), of Bagheera (the sporting panther), Inouk (beaver curious about the world), Louna (the owl which relies on it), and Brother Wolf (Wolf which is friendly of the Lord). Concerning the spiritual side, the wolf cubs were placed by the founders under the patronage of Saint François d' Assise, which, says one, bound of friendship with a wolf which terrorized the inhabitants of the small town of Gubbio. The territory corresponding to the spiritual development is thus quite naturally the " territory of brother loup". In each territory - each one associated with the one of the axes of scouting (direction of concrete, health, direction of the service, development of the character, direction of God) -, the wolf cub can choose a track , in which it is asked to him to make an action enabling him to emphasize what it can make, or better, to learn how to make. Its progression is followed by a notebook and when that it did one of them it receives a badge corresponding to the territory. Once it finished the crossing of the territories, it can discover the secrecy of the wolves which enables him thereafter to make its prowesses and to leave its trace to the pack.
Guides
Old from 11 to approximately 14 years, the guides are recognizable with their shirt blue. The whole of the unit is called a company, and this company is subdivided in teams from 6 to 8 guides. Each team is " représentée" by a foreman charged with " gérer" the team throughout the year. Contrary to the Sleeve-boards, the Guides leave the forest and take the mountain lane. Scouts and scoutes
Old from 11 to approximately 14 years, the scouts and scoutes are recognizable with their blue shirt. The whole of the unit is the troop , itself subdivided in patrol , with, at its head, a pilot . The pilot coordinates and manages his team. He is also the interlocutor first with the control (the team consisted the chiefs). It is about a role chosen by an older scout of the patrol. During the year - while it (a) small (E) wolf cub (willows) carries out its hunting the scout, lives to him a ventures , during which - after its promise it raises of the challenges , five (là-aussi, each challenge corresponding to the one of the axes of scouting). For each challenge, it takes a role in its patrol for one quarter (or a camp) such as " photographe" , " campeur" , " pilote" , etc After having taken a role in each challenge, it can receive the label scout .

Pioneers and pionnières
Old from 14 to approximately 17 years, the pioneers and pionnières form together a station (in the sailors one speaks about flotilla ), subdivided in team ( crew in the sailors), with a foreman ( chief of crew in the sailors) at the head, charged establishing the link with the control (the team consisted the chiefs and den mothers ) and with representing its team. Whereas the wolf cubs make a hunting and that the scouts live an adventure, the pioneers, sailors or caravels, as for them, carry out a undertaken (it is about a project which one carries out throughout the year in order to prepare the camp) in the field of solidarity, international, the Évangile, of the sport, environmental protection, the expression, the communication or of manufacture. Their project is chosen and prepared by them, the presence of the chiefs making it possible (in addition to the legal framing) to give of the assistance, to take stock, etc It is with the pioneers that of large projects can be realized: to make a camp " water vives" sports; , to build pedal cars for 8, to leave to the meeting the scouts other countries, to make an itinerant camp, to take part in archaeological excavations, etc At the time of the camp, a " chantier" is generally carried out (joining direction of the service): participation in the rebuilding of a house, to repaint the barrier of the owner of the place of camp, etc While the progression wolf cub is carried out by cycles which can be very short (the time of realization of the track) and that the progression scoute is carried out by cycle of at least a quarter (minimum time of conservation of a role), the pioneer progresses year by year. Thus, it is generally at the end of its first year that the pioneer (or the pionnière) pronounces his engagement (one will note here the change of vocabulary compared to the wolf cubs and to the scouts, which use the term of " promesse"). During his second year the pioneer must carry out 5 reciprocal contracts (they are small individual missions which the pioneer while being framed by a referring chief carries out): to serve and exchange, seek god, live his body, to play the creativity, to exceed themselves). The end of its second year is marked by the " 48 heures" (to exceed itself: 24:00 discovered and 24:00 nature): a time of reflection during which the young people leave in binomial for two days and a night (the route followed and the place and means of lodging being selected in advance). Lastly, during the third year, the young person acquires a " spécialisation". It is in this context that it can for example pass a formation of Secourisme such as AFPS or learn how to film, to make an audio and/or video assembly, etc All these progressions are of course marked by obtaining various badges.

Companions
Young old adults from 17 to approximately 20 years, the members of a team companions carry them-even out to them project, although older adults are present (specific assistance, developped at the point on the projection of the project, etc But they do not take part in the project in itself. For example, they do not leave in camp with the companions). The whole of the teams form a relay companion. But the projects are not lived out of relay but in team: each team is independent of the different one. Pedagogy is based over three times: The first relates to the foundation of the team. It is a question of carrying out a first project, in order to make it possible to the members of the team to better know, to learn how to function together. At the end of this first time, the members of the team can pronounce to them adhesion with the team, welded around a " text of fondation". It is during this ceremony that they receive their badge (a medallion) of adhesion. After having passed this " course of the fondation" , the companions enter then in the second time, during which they " take the large". It is then a question for them of carrying out a " project; riche": rich person in meetings, expatriation, training, friendship… This project is carried out in a relation of partnership, generally with another association. After a second reading of this project, and the passage of the " course of the appels" , where the companions are invited to live a personal project, they enter the third time, a time of " témoignage". They then complete practically their adventure scoute (as a young person) and are invited to carry out an engagement: engagement within an association, Church… Or many Scouts and Guides of France (while becoming chief or den mother for example). It is at the end of this (sometimes long) ventures scoute that they pass the " course of the envoi" and can if they wish it to pronounce their engagement companion, during which they will say in front of others their route, like their desire for the future.

Pioneers, pionnières and caravels
Whereas the wolf cubs/willow/sleeve-boards and the scouts/scoutes/guides have a law, the pioneers/pionnières have a charter:

a Pioneer likes the life.
- It develops its capacities.
- It saw its body and respects that of the others.
- To invent and create makes of a Pioneer an actor and not a spectator.
- Enquiring of God, a Pioneer shares his convictions. He finds in his doubts of the reasons to believe. He requests with those which believe in a Jesus-Christ.
- a Pioneer does not only act for him, He refuses the injustice and pays to all the same attention.
- One can count on a Pioneer. He can make choices and go until the end.
And the caravels have a call:

Companions and JEM
In the same way, the companions and JEM have a charter. That of the companions proclaims:

It should be noted that the charter of companions was to be rewritten by the departmental delegates companions November 9th, 10th and 11th 2002. Charter JEM (Young people Moving), as for it, proclaims:
Young person moving,
- you have the ground in division, build to it your hands,
- you have a body, does not damage it but that it expresses your desire of living,
- you have freedom, risks it in your word and in your acts,
- you have your place among the men, takes part with them in the development of the world
- you have the life, does not bury it, put yourself walks from there on the way of the Blisses.

Adhering to the Charter Young people moving,
Educational project
to be supplemented.
According to their educational project, the purpose of SGdF are “ to contribute to education and engagement in the company of the children and the young people. They testify to their membership of the Catholic church by their bond with the Church of France and center their educational practices on the values of the Gospel ”.
From the age bracket 14-18 years, SGdF propose to the young people to take part in actions useful for the company, in particular in the humane field. However, the projects are chosen and gone up by the young people themselves concerning branch 14-18 years, if the young people choose and assemble themselves their project, of the chiefs and den mothers are however present to ensure the required assistance the realization of the project, to assemble the administrative and teaching files, to ensure the legal and teaching framing. Concerning the branch " ainée" (18-21 years), the young people (organized in teams) are on the other hand much more autonomous and assemble their projects alone quasi-entièrement. Only organizer-referents make it possible to give some councils utiles sometimes This makes it possible the department of communication of the movement to speak about it like “ young person ONG about France ” (" Jeune" having a double-direction: it is relatively recent, and its members are young).
If some people of the leading authorities of the movement are paid, the responsibility for animation near young people on the ground is carried out by young voluntary adults ( chiefs and den mothers ) for 17 to 25 years. This makes it possible communicating to speak about SGdF like “ the most beautiful school of Management ”, since, like any movement scout, a training adapted to the framing is given, and framing them acquire the experiment of the responsibility, of management of teams, resources, organization of project.
