Scouting in Italy

In Italy today, more than forty associations and scoutes federations exist, without counting a hundred which do not exist any more; the most association and most represented on the Italian territory is the AGESCI (Associazione Guide E Scouts Cattolici Italiani) with nearly 177.000 members, followed FSE (Associazione Italiana Guide E Scouts d' Europa Cattolici) with 19.000 associated and then the CNGEI (Corpo Nazionale Giovani Esploratori ED Esploratrici Italiani) with 11.000 members. The AGESCI and the CNGEI belong to MADE (Federazione Italiana dello Scautismo). It is the latter which is recognized by AMGE and WHO.

In FederScout (Federation of Italian the Scout Movement) are on the other hand confederated: OLD (Servant boy Scouts de Sardigna), Nautical AVSC (Association Veneta Scout Cattolici), ESA (Association Scoutistica Europea), A.Gi.Scout, Servant boy Scouts off Italy, Association Scout nautical Antares, Scouts Sirio, Group Scout Vicenza, FREEZING (Exploring Young people Lombards), Group Scout Madonna of the Rosary, A.P. Scout, A.S.I. Scout, Scout Damanhur, for a total of approximately 3.500 members.

What seems not to be that an enumeration of initials translates actually young people and adults who offer their spare time to live the method of B. - P., and to contribute with the birth and the development of scouting in areas where the economic difficulties or policies are stronger.

History of scouting in Italy

Origins

The first experiment scoute in Italy was organized with the Baths of Lucques in spring 1910 pennies the auspices of the English baron Sir Francis Patrick Fletcher Vaine and of the Master of gymnastics Rame Molinari, which will be at the origin of Ragazzi Esploratori Italiani (REI). Sir Francis Vaines was named General inspector and Association was placed under the high patronage of S.M. Vittorio Emanuele III King d' Italie.

Between 1911 and 1912 Bludgeon will give up the REI due to divergences ideological, relating to denominational aspects, with the president of the young sections, colonel Ottavio Reghini. Another initiative, intended to spread the movement scout in Italy, was the work of a teacher, Ugo Perucci, in Milan in 1912. This organization taken in 1915 - after various denominations - the name d'" Association of the Boys Italiens" Pioneers; (ARPI). The true movement scout in Italy was born by work from Doctor Carlo Colombo. In January 1912, Colombo finished to write the " Statut" of its movement which called " National body of the Young Italiens" Scouts; (Servant boy Scouts of Italy) and " National union of the Young Italiennes" Girl guides; (Girl Scouts of Italy) with the objective to become an educational means for all the boys and the Italian girls. Carlo Colombo was the first scout chief of Italy. The Body developed on all the national territory, by incorporating all the Servant boy Scout Italian, among whom those already adherent with the REI. The CNGEI, in homage to the first scout groups, adopted the currency of the REI " Software firm preparato". In November 1914 the female sections were consisted Colombo, which accommodated the " Girl Scouts" Italian, even if other experiments of female scouting were led since 1913. This calmed down quickly, and gradually, the Church was interested in these groups of young people who followed the educational method invented by Baden Powell, so much so that she thought of constituting an association scoute specifically catholic and related to the ecclesiastical hierarchy, knowing that the first organizations scoutes were not-denominational. It was because of the failure of the negotiations between the National Body and the Federation of the Sports associations Catholic Italians (FASCI) for a national single scouting, that on January 16th, 1916, thanks to the tale Mario de Carpegna, of the noble Guard of the Pope, that was born the Association Scautistica Cattolica Italiana (ASCI) which accepted pontifical approval quickly. Between 1927 and 1928 the fascistic mode dismantled Italian associations scoutes for embrigader all the boys in Balilla. In January 1927, the government made suspend the activities of the ASCI, in the towns of less than 20.000 inhabitants who were not chief towns of province and imposed on the flags the flames and the mark of the lictors with the initial ONB. March 31st, 1927, after the first pressures of the police force on some sections, the general presidency of the National Body decided suspension of the activities of all the sections of the CNGEI. November 4th, 1927, the central seat of ARPI was forced to demolish its members of any associative bond. May 6th, 1928 the fascistic government dismantled last groups ASCI and association itself. In spite of that, some scouts groups, in various localities of Italy continued to practice scouting clandestinely, by giving life to the " Jungle silencieuse" (the name given to the CNGEI for the clandestine period). Some scouts clandestine took share with Resistance. Most famous of these groups was that of the Eagles randagie, in Milan.

Post-war period

With the fall of the fascistic mode in 1943, the Allied Provisional government encouraged and supported the rebirth of Italian associations scoutes (initially ASCI and CNGEI and then UNGEI). They could start their reorganization and take again their activities, in 1944 in the released areas and 1945 in all Italy.

December 28th, 1943, in the Catacombs of Priscilla to Rome, in great clandestinity, from the guides Italian came to pronounce the first promises which will lead to the foundation of the female branch of catholic scouting: association Guides Italians (EASE). The Central police station of EASE was officially founded on August 13rd, 1944. December 8th, 1944, EASE was recognized by the Saint Sits.

In June 1954 " Companies of the Riders of George" Saint; , fourth branch of the ASCI born in 1944, became autonomous by melting the Movement Adults of Scouts Catholiques Italian (MASCI). MASCI will federate with the National Clan Seniores Scouts Italian (adults of the CNGEI) in the Italian Federation of Scouts Adultes (TRUSTED) recognized by the International association Adult Scout and Guide.

In the middle of the Sixties and Seventies, Italian scouting underwent a deep crisis, relating to the application of the method, with important upheavals and defections, bringing, parallel to the " scouting officiel" , with the birth of new associative realities. June 22nd, 1965, Aldo Marzot, already scout chief of the CNGEI, founded in Rome Association Italian of Scouting Raider (Assoraider), of inspiration " ouverte" (pluriconfessionnelle), not recognized at the national and world level. May 4th, 1974 by decision of the General advices of the ASCI and EASE, was born the AGESCI (Association Guides and Scouts Catholiques Italian), which, by taking account of the educational and teaching evolutions of time, the possibility of coeducation introduced i.e. of educating together the boys and the girls by envisaging even activities in commune. Some Roman educational chiefs of the ASCI and the EASE, opposed to the unification of the two branches masculine and female, and wanting to remain faithful to the original principles of Association, founded the explicitly catholic on April 14th, 1976 the one second association scout, " association Italian of the Guides and Scouts d' Europe Catholique" , pertaining to the " Federation of Européen" Scouting; (FSE) not recognized international structure world movements scout and guides. In 1996, the Episcopal conference Italian, after the AGESCI, recognized Association Italian Guides and Catholic Scouts d' Europe like association connected with the church.

With the approval of the new statute, on May 26th, 1976, and the Presidential decree of the Republic, occurs the total unification of the CNGEI and the UNGEI in the National Body Young Italian Scouts and Girl guides. The CNGEI was always directed towards a laic and pluralist direction, and applied the following principles: democracy, participation, coeducation, adult choice and civil engagement.

Moreover, in the same year, for reasons of associative policy the National Clan Seniores Scout Italian was attached to the CNGEI and gave his bases to the " Fourth Branche". In 1986, it substituted this term by that of " Connect Senior".

With the statutory reforms various associations adapted the federal statute of 1978 to the new Italian reality. In 1986, with the recasting of the old federal structures, one gave life to current Fédération Italian of Scouting (MADE) recognized in Italy like single member of the Worldwide organization of the Movement Scout (WOSM) and of the Worldwide association of the Guides and Girl guides (WAGGGS) (These associations recognize only one association scoute by country). In Italian scouting starting from the end of the years '70 continued to be formed other associations, often in local matter Those derive partly from fragmentations of major associations, partly of contingent situations to local realities. In 1986 four of these Italian associations scoutes meet on a federative by giving life to FederScout, originally called Fédération Scautistica Italian and recently renamed basis Fédération of Italian the Scout Movement, currently adherent with the European Confédération of Scouting.
