School restoration
Called Canteen sometimes, the school restoration is one of the sector of the collective Restauration. The school restoration is a collective restoration in social matter.
Objective

The operation of the nursery schools and primary is an obligatory expenditure for the communes. The majority of the colleges and the colleges directly manages the preparation of the meals which are prepared and consumed on the spot. In certain cases, management is ensured by a company of collective restoration: the meals then are prepared in a central kitchen then delivered in a kitchen known as " satellite" , either in hot connection, or in cold connection.
Since January 1st, 2005, date of coming into effect of the law of August 13rd, 2004, there is transfer of competence lodging restoration at the departments and the areas.

The price of the school restoration
The freedom of the tariffs is the ruleThe decree n° 2000-672 of July 19th, 2000 was repealed by.
This new decree poses the principle of the freedom of the tariffs of the school restoration and transfers the organization from the service and the fixing of the prices to the qualified territorial collectivity. Each community thus determines the applicable tariff under its responsibility.
The tariffs cannot exceed the cost of the rendered services
The law of orientation relating to the fight against exclusions (law n° 98-657 of July 29th, 1998) provides, to article 147, that " the tariffs of the administrative public services in optional matter can be fixed according to the level of the income of the users and the number of people living at the hearth. The highest rights thus fixed cannot be higher than the cost by user of the service concerned. The rates thus fixed do not make obstacle with the equal access of all the users to the service. "
The decree of June 29th, 2006 takes account of these provisions. The prices charged with the title of the school restoration cannot be higher than the cost by user of the loads supported under the service of restoration. This provision puts a ceiling to the tariffs of the school restoration so that they cannot exceed the amount of the loads supported for the supply of the meals.
It is the whole of the loads which is aimed by this definition, including the annual amount of the damping of the investments carried out under the service of restoration.
On the other hand, the territorial collectivity must deduce from the cost supported the subsidies of any nature which it can perceive, for some reason that it is, under the service of the school restoration.
