Sarcelles

Sarcelles is a common French, located in the department of the Val-d'Oise and the area Île-de-France. Its inhabitants is called Sarcellois (be).

Emblematic city of the Parisian suburbs, it saw to be built the first Grand French unit of 1955 with 1970. It became in the year 2000 Sous-préfecture of the department of the Val-d'Oise.

Geography

Description

Sarcelles is a city of the northern suburbs of Paris, located at approximately 15 km of the capital. The agglomeration consists of two distinct parts: the Sarcelles old man, known as “Teal-village”, built at the edge of the Small Rosne and gathered around the church, and the great contemporary unit, first expression of the new cities, built in the years 1950 one kilometer more in the south. The city extends on 4,6 km from north in the south and 3,1 km of are in west.

The “village” consists of a continuous habitat low, mainly of the 19th century and beginning of the 20th century, intersected with more recent buildings. To north, an important suburban district extends, “Chardonnerettes”. At the East, is a great zone of activity along RN16, two small districts suburban (“Top of the King” and “the Mount of GIF”) as some cereal cultures which resist the urbanization. At the south, the district of Teals-Lochères is located, the new city of the Années 1950, consisted of turns and buildings of four floors. This district remains clearly separate remainder of the agglomeration, no coherent urban screen binding it to the other districts. A park and sports equipment separate both indeed. Nearly two hundred hectares are not built, which represents nearly 30% of the surface of the commune.

Sarcelles thus presents all the components of a urban landscape, making cohabit rural areas with suburban districts and an important zone of dense collective habitat.

The commune became a chief town of district of the Val-d'Oise since 2000, to replace Montmorency. It is also member of the Communauté of Val agglomeration of France since 1997.

The city is bordering on the communes on: Montmagny, Groslay, Saint-Brice-under-Forest, Écouen, Villiers-the-Beautiful, Arnouville-lès-Gonesse and Garges-lès-Gonesse in the department of the Val-d'Oise like Stains and Pierrefitte-sur-Seine in the department close to the Seine-Saint-Denis.

Climatology

The climate in Sarcelles is characteristic of that of the Île-de-France, i.e. subjected to a oceanic Climat degraded characterized by a certain moderation. The localization of the commune within the Paris and its suburbs causes a very light rise in the temperature of one or two degrees according to the climatic conditions compared to the rural areas of Ile-de-France. This variation is particularly notable at daybreak in calm weather and anticyclonic, and the situation tends to be accentuated with the passing of years. The annual average temperature is of 11°C, the month more the cold is January with +4°C; the hottest months are July and August with +19°C (average day laborer). The median number of days when the temperature exceeds 25°C is of 40, including 8 beyond 30°C. In the south of the Val-d'Oise, since 1955, the annual intermediate duration of Ensoleillement is 1719 hours.

History

Heraldic

Origins

The name of the city would come from the Gallo-Roman anthroponyme Cercellus or perhaps from “Cercella”, quoted in 862: manufacture the cerceaux one for barrels.

The occupation of the site probably goes back to the Paléolithique, of the hunters-gatherers attending then the valley of the Petit Rosne. A human occupation is attested between the 1st century and the 5th century of our era by the discovery of a Roman hydropathic establishment to the locality “the Top of the King”.

Plundered by the Huns, the village finds a relative prosperity as from the 7th century, become the seigniory of the Abbaye of Saint-Denis. The existence of a village community is attested by the donation in 894 of a farm on the royal territory of Cercelles “ Ex fisco nostro Cercilla ” by the king Eudes Ier with Heriman, treasurer of the abbey of Saint-Denis. At the 19th century, Sarcelles, like many surrounding communes, saw primarily Viticulture. The Vigne occupies the near total of cultivable surface then. But following the epidemic of Phylloxéra of 1879 which decimated the vines, Sarcellois are reconverted into the vegetable Culture S with the whole beginning of the 20th century, in particular in the culture of the peas which required abundant a estival Labor, the “cueilleux ones”. In the Years 1930, the vegetable culture is prevalent: on 350 hectares of cultivable grounds, 96 are occupied by the pea cultures, 65 by the cauliflower S. During the 20th century, Sarcelles loses little by little its rural character with the establishment of various industries: a Cotton nery, a foundry of Aluminum, a factory of synthetic rubies, another of Tile S, one of bricks, laces in wire of gold, or of fabrics. The activity of brick-maker was very present at Sarcelles of the French revolution at the end of the Second world war thanks to argillaceous nature of the basement. Two families dominated this activity locally: Censier lasting more than one century and Bastin.

The Great unit

But it is after the Second world war that the history of Sarcelles accelerates. In a national context of shortage of residences amplified by a very positive natural balance (“Baby-boom”) and in same time a massive Immigration but also the repatriation of French of Algeria of which a considerable part will settle in Sarcelles), a Grand unit, several tens of thousands of residences, called of first generation (characterized by town planning of long horizontal bars, without architectural research, along the rails established for the cranes of building site) will settle ex-nihilo in the middle of the fields of the village sarcelloise.

One owes the design of the city to the French architects Jacques Henri Labourdette and Roger Boileau, which has work between 1955 and 1975. After having celebrated in 2005 the fiftieth anniversary of the creation of the district of Lochères, the municipality engages the restoration of the great unit, while starting with the district of Fine sands, the first built during the Années 1950.

Demography

Sarcelles experienced a very fast development which classifies it in the category of the mushroom towns : counting only approximately 8  000 inhabitants at the beginning of the Years 1950, it had 35  of it; 800 in 1962 and exceeded 50  000 before the end of the Years 1960, becoming the second plus big city of the Val-d'Oise behind Argenteuil. The city occupies the 78e national row as a population. Its Birth rate is of 20,29/1000 and its Death rate of 6,40/1000. Sarcelles is a young city: 34,9% of the population have less than 20 years, 42,4% less than 25 years and 13,6% have more than 60 years.

Immigration

Sarcelles counts an important immigrant population: on a total of: 57871 inhabitants in 1999: 9285 had been born abroad and from foreign nationality: 6282 were French of acquisition and: 3413 French of birth but had been born abroad or in the old French departments from Algeria. The city indeed counts one of most important the community of repatriates of Algeria.

If the share of the Algerians (14,7%) or the Morocco ains (11,8%) remains in conformity with the regional average (respectively 17,3% and 10,4%), that of the Tunisia NS is important with 15,5% in Sarcelles compared with 6,1% in the area. The share of the Turks is also very important: 12,4% compared with 2,6% in the area. The share of the other countries of birth is in conformity with the regional tendencies with 37,8%, essentially of country of sub-Saharan Africa.

Housing

Sarcelles counted: 18048 main homes in 1999 on a total of: 19419 residences. With: 9505 residences of the type HLM is 52,7% of the park in 1999 (23,4% in the area), the city largely respects the provisions of article 55 of the law solidarity and urban renewal (SRU) of December 2000 fixing at 20% the minimum rate of social housing for the most important communes.

The size of the households is much more important than in the area: the city counts to only 21,4% people living alone against 34,6% in the area, on the other hand the important families account for 11,0% of the population compared with 2,8% in the area. The median number of people by housing is important: 3,2 people on average against 2,4 in Ile-de-France. The situation is explained by a high share of populations of immigrant origin with the very many families.

The majority of the dwellings have 4 parts or more (57,9% against 41,4% on average regional); the small residences remain minority: only 2,1% of residences of a part against 11,8% in the area.

The city has consequently residences moreover large surface that the average francilienne inhabited by large families, but a very significant part of these residences are of type HLM, which supports the ghettoisation of the commune.

Administration

The city is a chief town of district of the Val-d'Oise since the year 2000. The sub-prefecture moved in Sarcelles four years later, in April 2004. It is by the impulse of Jean-Pierre Chevènement, then its adviser and Minister of Interior Department, Jean-Yves Autexier (Mayor-assistant of Sarcelles of Henri Canacos, PCF mayor until in 1982) that the removal of the Sous-préfecture was possible. This first since the Release thus corrects a “error” of the history dating from the creation of the department of the Val-d'Oise. The decree No 2000-186 bearing transfer of the chief town of the district of Montmorency to Sarcelles (Val-d'Oise) was signed on March 3rd 2000 by Lionel Jospin, Jean-Pierre Chevènement and Christian Sautter.

The city is in addition member since 1997 of the Communauté of Val agglomeration of France, gathering Sarcelles, Garges-lès-Gonesse, Villiers-the-Beautiful and Arnouville-lès-Gonesse.

Sarcelles is divided into two cantons:

The Municipal council is composed of forty-four members, of which the mayor and thirteen associated, and eight elected officials of opposition. The city had as of 1996 thirteen councils of district , opened in all Sarcellois. They meet on average once a month.

Since June 2000, Sarcelles also has a council of the reprocessed citizens , opened with the elderly of at least fifty years and in anticipated retirement or retirement. This initiative was implemented after having noted that good number of pensioners strongly wished to be actors in the life of the city and to play a social role there. It take part in one or more of the four commissions sets of themes of reflection: citizenship, environment, intercultural and memory.

Political tendencies

With the presidential election of 2002, the first turn saw arriving at the head Lionel Jospin with 25,0%, followed Jacques Chirac with 15,1%, Jean-Marie Le Pen with 13,4%, then Alain Madelin with 11,9%, Christiane Taubira with 8,5%, Francois Bayrou with 5,0%, Jean-Pierre Chevènement with 4,5% and Arlette Laguiller with 4,0%, no other candidate not exceeding the threshold of the 3,5%.

With the second turn, the voters voted to 86,5% for Jacques Chirac against 13,5% for Jean-Marie Le Pen with a rate of abstention from 23,9%, much higher values in favor of Jacques Chirac compared to the tendency main roads (respectively 82,21% and 17,79%; abstention 20,29%).

With the referendum on the constitutional treaty for Europe of May 29th, 2005, Sarcellois very massively rejected the European Constitution, with 62,51% of Not against 37,49% of Yes with a rate of abstention particularly high from 43,70% (whole France: Not to 54,67%; Yes to 45,33%; abstention: 30,63%). These figures are much higher than the departmental tendency of the Val-d'Oise (Not to 53,47%; Yes with 46,53%) but opposite with the results franciliens (Yes 53,99%; Not 46,01%).

With the presidential election of 2007, the first turn saw very mainly the votes being placed on the two principal candidates, at the head Ségolène Royal with 37,35% (national: 25,87%), followed Nicolas Sarkozy with 33,98% (national: 31,18%), then Francois Bayrou with 12,95% and Jean-Marie Le Pen with 6,90%, no other candidate not exceeding the threshold of the 3,5%. The second turn saw arriving at the head Ségolène Royal with 53,27%, Nicolas Sarkozy adding up 46,73% of the votes sarcellois, figures opposite with the national results with a rate of abstention from 18,19%, slightly higher than the national average of 16,03%.

Budget and taxation

Sarcelles is a poor city knowing a delicate financial position presenting a fort debt and a budgetary control very criticized by the Regional court of the accounts. This situation is due according to the mayor to a very limited tax potential and important needs on behalf of the population.

With a rate of tax of dwelling of 17,32% in 2006, tax pressure for the private individuals in Sarcelles east in the high average of the department. This rate nevertheless remained stable since 2001. Transport

Sarcelles is served by two railway stations and several lines of bus:
  • the station Station of Sarcelles - Saint-Brice in the west
  • the station station of Garges-Sarcelles in the east;
lines of bus:
  • DRUNK CIF 95-02 and Allobus.

The Saint-Denis Tram - Garges-Sarcelles is a project of tyred Tramway which will borrow the Trunk road 16. Its startup is planned for end 2009 - beginning 2010.

No Autoroute serves the city. Only the Trunk road 16 (Paris - Chantilly) connects it directly to the capital while crossing it of the south in north. The secondary road 125 the cross-piece of west in is and constitutes one imports local connection connecting Teal-village to the district of Lochères but also a intra-departmental axis of the Val-d'Oise (Montmorency - Garges-lès-Gonesse - Dugny - Le Bourget).

This last way should be relieved in the medium term by the realization of the inter-commune Boulevard of Parisis, connecting Argenteuil to the Aéroport Roissy-Charles-of-Gaulle, this last located at less than fifteen kilometers of Sarcelles and constituting an important pole of employment.

Parks and green areas

Tourist monuments and places

Sarcelles has an historical heritage at the village of which the church, historic building classified. The new city of Teals-Lochères constitutes in itself an architectural heritage of the Années 1950.

Church of Saint-Pierre-Saint-Paul. Built starting from 1115 on the site of a Roman temple, the church replaces a construction of the 5th century approximately of which the structure was found under the current chorus. Set fire to at the 16th century by the Huguenots, the building was largely restored then. The last large countryside goes up with 1876. The surmounted bell-tower of a stone arrow surrounded by 4 pyramidions constitutes the oldest part of the church; it has windows in semicircular arch. The Western frontage Renaissance with Corinthian columns is the work of Jean Bullant; the “F” crowned which decorates the curves with the gate is a homage to François Ier. The pink in Ier stage is framed columns, the nave and the side of the 16th century is decorated with Lierne S and to Tierceron S. the square Gothic chorus goes back from the 13th century, the capitals are with figures. The church shelters a tombstone with the effigies of Jehan Soudain and his wife, engraved in 1582. The unit was classified historic building on October 25th, 1911.

The turn Hugues Capet (college of the Turret) is wrongfully famous to have been an appointment of hunting of this king. It has thick walls from 70 to 80 cm.

The manor of Miraville (street of Resistance) is built with the site of the castle of Richebourg, set fire to in 1567 by the Protestants. Into 1942, the manor, rebuilt at the 19th century, is transformed into hotel, then repurchased by the commune which installs the town hall there.

The the church assyro-chaldéenne Saint-Thomas-Apostle, largest of Europe, was devoted in February 2004.

The gone of Teals-Lochères (Tuesday, Friday and Sunday morning) is famous in all the area. It attracts a cosmopolitan crowd of more than: 10000 visitors each Sunday.

Museums

The house of the inheritance (1 rue des Piliers) is installed since September 2000 in the house Grimaud, name of its former owner, and is built at the 19th century at Teal-Village. Animated by an association (“Sarcelles and its history”), it presents the history of the city through a permanent collection of objects and costumes old referring to the agricultural past and of many temporary exhibitions sets of themes. One can quote: the 60ème birthday of the release of Sarcelles, disappeared brickyards… The park is opened with the public since spring 2005 and proposes a botanical course (open Monday of 14:00 to 17:00; Wednesday of 10:00 to 12:00 and 14:00 to 17:00 and Saturday of 10:00 to 12:00, admission free).

The naval museum of Sarcelles (data base of General-of-Gaulle - Teal-Village), also animated by an association, presents the maritime past of the France since Colbert through objects, models of boats, posters, photographs, etc (open saturdays of 14:00 to 18:00, admission free).
