The brother Joaquim Francisco C Livramento occurred, devoted to charity and having already founded before the Santa Casa of Misericórdia C Desterro in the Île of Santa Catarina, which joined to the last two above mentioned benefactors to create an institution of the same type in Porto Alegre. As such establishments needed a royal authorization to function, the April 3rd 1802 the Senate of the municipal Room emitted a request for the prince regent Dom João to obtain this license. A royal opinion of the May 14th of the same year was thus sent by the governor of the Capitainerie, Paulo Jose da Silva Gama, authorizing the installation of the project and giving the capacities to the municipal Room so that she elects the first Board of directors of the hospital of Charity of Porto Alegre, which was elected the October 19th 1803.
