- Josy Moinet, born in 1929, graduate of and economic scene the Faculty of Law of Poitiers, he was inspector in 1956 then financial administrator of 1967 to 1973 with the National bank of Crédit Agricole. Mayor of Saint-Rogatien since 1959, it chairs the association of the mayors of the Charente-Maritime since 1970. Elected official general adviser of the Charente-Maritime of 1973 to 1992, he becomes president of the General advice of 1976 to 1982, before being proclaimed Senator of the Charente-Maritime in 1973. He is registered with the group of the Democratic Left. Secretary of the Office of the Senate in 1986, it chairs the group of the Democratic Left of 1988 to 1989, become in 1989 the group of the Democratic Gathering and European. From 1990 to 1994, it enters to the Council of State and chairs the National federation of the conceding Communities and controls (FNCCR).
