Saint-Ouen-the Alms is a commune of the Val-d'Oise, located at the edge of the Oise. Its inhabitants are Saint-Ouennais (be).

Geography

Located on left bank of Oise, opposite Pontoise, it was in the beginning an agricultural suburb then (after 1860) working of this one. Today, it belongs to the agglomeration of the new Ville of Cergy-Pontoise. Saint-Ouen-the Aumône shelters since the medium of the Années 1980 one of the most important zones of activities of the agglomeration of Cergy-Pontoise, and perceives for this reason a big part of the Professional tax, giving him a considerable weight within the Community of agglomeration of the New Ville. The city is also located in the middle of several railway networks (towards Creil in North, Argenteuil and Paris in the South) with several stations.

Districts

  • the street of the Leclerc general, located in the prolongation of the bridge of Pontoise, is the traditional commercial street and the most animated artery city.
  • the district of the Meadow was constituted around the new town hall: it comprises the principal services (station, library, cinema, two adjacent stations, gone Sunday). It is undoubtedly most pleasant.

  • quays of towing in the North and the South of the bridge which connects the city to Pontoise.
  • Saint-Ouen-L' alms obtained a new district around the Gare of Saint-Ouen-the Alms - Jubilation, in 2002. This sector is in the course of finalization. Otherwise called Valley of Jubilation , this district has its own discussion forum. The coach station, stuck to the station of Jubilation, saw the day with the autumn 2006. The Valley of Jubilation should increase at the horizon 2010. The zone has several trade: a bakery, a grocer, a pizzeria, a bar/restaurant/not station, a videoclub and a hairdresser. A pharmacy and an analysis laboratory are also at disposal, without forgetting the elementary school and its crib.

History

The village was founded at the point of meeting of the Chaussée Jules-César, way Roman of Lutèce to Lillebonne, and of the course of the Oise.

The origin of the name of the city comes from Saint Ouen, adviser of Dagobert Ier and bishop of Rouen, whose skin rested in this place during one night in 683; and of Alms, district of the maladrery Saint-Lazare at the 12th century. However, starting from this date and until the 18th century, it is name of Maubuisson which one indicates this territory. The village, depending politically and militarily on Pontoise, saw in the facts around the royal abbey founded by Blanche of Castille, and the economic activity and medical which the nuns deploy.

In second half of the 19th century, the borough profits from the Rural migration and, around factories of joinery and mechanics, sees its population reaching the 3000 inhabitants little before the First World War. The city also profited from the early development of the Railroad of Paris towards Pontoise.

After the Second world war, several bars of buildings were built to face the housing shortage, and this movement still developed since the Années 1970 with the decision to create a new Ville with Cergy. If this initiative of Town and country planning, intended to defuse the growth of Paris, had beneficial effects with the economic plan for the city, it on the other hand durably unbalanced it in the plan of the structure of the districts, and Saint-Ouen-the Alms, in spite of various attempts since the end of the year 1970, always seeks a true downtown area.

Located near Paris, very comfortably served by several means of transport, Saint-Ouen-the Alms will probably see his population continuing to increase.

Its mayor is currently Alain Richard (P.S.), former minister for Defense, thus president of the Court of Auditors of the National Assembly.

The rate of criminality of the district of police force of Cergy (including Pontoise, Saint-Ouen-the Alms, Osny, Éragny and Pierrelaye) is of 110,62 acts for 1000 inhabitants (crimes and offenses, figures 2005) what locates it in second position in the Val-d'Oise behind Enghien-the-Baths, largely beyond average the main road (83/1000) and secondary road (88,15/1000).
