SFOR

The Force of stabilization (in English " Stabilization Force" , Sfor ) was a force multinational Militaire directed by NATO in Bosnia-Herzégovine, whose objective was to apply the Accords of Dayton.

History

The SFOR took over IFOR the December 21st 1996 while operating under code names:
  • " Operation Guard" Joint; (December 21st 1996 - June 19th 1998): operation of restoration of peace, to avoid the resumption of the conflict;
  • " Operation Forge" Joint; (June 20th 1998 - December 2nd 2004): operation of maintenance of peace, monitoring, disarmament and protection of the civil authorities, installation by UNO in collaboration with the heads of government of the new autonomous federation croato-Moslem woman and the bosno-Serb autonomous republic.

The SFOR was divided into a general headquarter and three operational zones where was deployed on each one a multinational division (MND) equipped with a command autonomous, but placed under the authority of a single general controlling the operation on the whole of Bosnia-Herzégovine:

  • zone MNT-N in the North-East around Tuzla, population of strong bosno-Serb minority, in conflict against the population of origin bosno-Moslem woman and the minority of origin bosno-Croatian: the zone was placed under the monitoring of a multinational division placed under American command, made of troops mainly American but so Polish, Russian and Swedish;
  • zone MNT-SW in the West around Banja Luka with population of strong minority bosno-Serb, but in conflict against the population of origin bosno-Moslem woman in the center and the North of the zone and bosno-Croatian allied to the bosno-Moslems in South-west: the zone was placed under the monitoring of a multinational division of NATO placed under command alternatively British and Dutch, made of troops mainly British but also Dutchwomen and Canadian;
  • zone MNT-SE in South-east around Mostar, population with strong minority of origin bosno-Croatian, in conflict against the population of origin bosno-Moslem woman and minorities of origins bosno-Serb and bosno-Montenegrin in the East: the zone was placed under the monitoring of a multinational division of NATO placed under French command, made of mainly French but so Italian and Spanish troops.

The capital of Bosnia-Herzégovine, Sarajevo, was included in the South-eastern operational zone (not far from the zone Northern), but shared between the autonomous federation croato-Moslem woman with the West and the Serb autonomous republic in the East. It was placed under civil administration of UNO, and counted troops of the three operational detachments of NATO for its military monitoring and the general headquarter of the SFOR.

The three operational units counted collectively to 12.000 men at the end of 2002, date on which manpower were reduced into three brigates multinational (MNB) gathered in a single division multinational division counting only 7.000 men at the end of 2004.

The successive commanders of the SFOR, which was used each one for missions of for the maximum one year, were the general William Crouch, the general Eric Shinseki, the general Montgomery Meigs, the lieutenant-general Ronald Adams, the lieutenant-general Michael Dodson, the lieutenant-general John Sylvester, the lieutenant-general William E. Ward and the major-general Virgil Packett.

During the top of NATO in 2004 in Istanbul, the end of the mission of the SFOR was decided, putting also fine at the supervision operations of maintenance of peace by the unified military command of NATO.

It was replaced by the Eufor pertaining to the European Union on December 2nd, 2004. However, a small number of American troops (approximately 250 men in all) continue their engagement in a capacity limited for the continuation and the arrest of bosno-Serb the Radovan Karadžić and Ratko Mladić blamed for war crimes and sought by the International penal court.
