Rural development
The rural development represents one of the shutters of the common Agricultural policy of the European Union. It constitutes the “2nd pillar of it”.
It is an comprehensive approach and coodonnée of the rural territories in their various components:
- social: economic demography, services…
- : activities, basin of employment, resources
- environmental
It has as an aim to better benefit from the complementarities between city and countryside and to develop the specific resources of the rural territories.
Origin
The European Council of Berlin of the March 24th and 25th 1999 decided to supplement the dimension of the bearing CAP on the support of the markets and the farm prices (the “1st pillar” of the CAP) by one “2nd pillar” devoted to rural development.
The programming is centered on:
- improvement of the competitiveness of the Agriculture and its multifonctionnality;
- the promotion of environmental protection in Agriculture as well as forest measurements contributing to the Sustainable development;
- the participation in the development of the rural Territory S.
The Payment of Rural development (RDR)
It is the Payment of Rural development (RDR) which lays down the Community policy of rural development, made up of financing and restructuring measures of the agricultural sector, relating to the environment and the management of the rural areas (in particular the management of the sites Natura 2000), rural economy and local development. These various measurements can be classified in 2 groups:
- accompanying measures of the reform of 1992 : anticipated retirement, agroenvironnementales measurements and timbering, as well as the mode concerning the underprivileged zones;
- measurements of modernization and diversification of the farms : investment in the farms, installation of young farmers, formation, support for the investments in the installations of transformation and marketing, helps complementary to sylviculture, promotion and reconversion of agriculture.
This payment is declined by the Member States in Development plans Rural, generally on the level of the Areas (as in Italy or Spain), exceptionally at the national level (case of France).
